ATTY/RESO.0013/CC PROPOSED SCHOOL SPEED ZONES <br />REV: 04-15-26 VR <br />Page 1 of 3 <br />RESOLUTION NO. 16398 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY TO REDUCE THE POSTED SPEED LIMIT TO 15 MPH WITHIN 500 <br />FEET OF THE ORION ALTERNATIVE SCHOOL, TAFT ELEMENTARY <br />SCHOOL, REDWOOD SHORES ELEMENTARY SCHOOL, SEQUOIA <br />HIGH SCHOOL, MCKINLEY INSTITUTE OF TECHNOLOGY AND <br />NORTH STAR ACADEMY SCHOOL GROUNDS, WHILE CHILDREN ARE <br />PRESENT, CONSISTENT WITH CALIFORNIA STATE LAW <br />WHEREAS, the California Vehicle Code (CVC) Section 22358.4(b) grants <br />authority to local jurisdictions, through ordinance or resolution, to reduce the posted <br />speed limit to 15 mph within 500 feet of school grounds; and <br />WHEREAS, the reduced speed limits in school zones are consistent with City <br />Council’s adopted Strategic Priorities to support traffic safety; and <br />WHEREAS, the reduced speed limits will be in effect while children are going to or <br />leaving the school, either during school hours or during the noon recess period; and <br />WHEREAS, City Council’s Transportation and Mobility Sub-Committee (Sub- <br />Committee) received a presentation to implement reduced speed limits in school zones <br />per State law in March 2024; and <br />WHEREAS, the Sub-Committee supported implementation of the program to <br />reduce speed limits in school zones in Redwood City; and <br />WHEREAS, staff conducted the necessary engineering and traffic studies required <br />for implementation, and identified qualified street segments that are no more than two <br />through traffic lanes, have posted speed limit of 30 miles per hour or lower, are within a <br />residence district, and are contiguous to Orion Alternative School, Taft Elementary <br />School, Redwood Shores Elementary, Sequoia High School, McKinley Institute of <br />Technology, and North Star Academy in compliance with the CVC criteria for <br />implementation; and <br />WHEREAS, following City Council adoption, the appropriate signage will be <br />installed along qualified street segments pursuant to the CVC requirements. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY, <br />HEREBY RESOLVES THAT: <br />SECTION 1. The reduction of speed limits near school zones is categorically <br />exempt from CEQA pursuant to CEQA Guidelines section 15301(c) as an alteration of an <br />“Existing Facility” (street) wherein no additional automobile lanes will be created.
