PUBLIC COMMENT (Members of the public may comment on any item on the <br /> agenda at this time). <br /> <br /> Randolph Daar, an Attorney representing the Escobedo family, stated the primary <br /> concern is the circumstances surrounding the death of Rick Escobedo while in police <br /> custody. He stated the family is upset by the fact that the police officers involved are <br /> back on active duty and recognizes that the police force is small and the impact of not <br /> doing so is significant. On the other hand, there is an unexplained in custody death in <br /> which seven officers are present along with a handcuffed individual on a balcony.
