That all requests for an abandonment of an easement pursuant to the above mentioned Article 5 for the benefit of a private person shall be :made to this Council through the office of the City Clerk and shall be submitted to the City i:anaaer and City Engineer for their recommendations prior to being presented for Council action. 2. That every request shall be accompanied by a cash deposit of One Hundred Dollars (400), which deposit shall be used to defray any expenses incurred in proceeding under the above mentioned Article 5, without regard to the Final action taken by the City Council. 3. That the balance of the deposit, if any, after deducting; an amount equal to the actual expenses incurred, shall be returned to the person requesting the vacation or abandonment. t' - e • r o 1,.
