01/24/2011 <br /> ORIGINAL <br /> RESOLUTION NO. 15087 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br /> CITY APPROVING AND ADOPTING THE REDWOOD CITY <br /> DOWNTOWN PRECISE PLAN WITH THE MODIFICATIONS <br /> DESCRIBED AS ALTERNATIVES 4 AND 5 IN THE FINAL <br /> ENVIRONMENTAL IMPACT REPORT FOR THE DOWNTOWN <br /> PRECISE PLAN <br /> WHEREAS, in early 2006, the City of Redwood City initiated the process of <br /> developing a new precise plan for the downtown area of the City; and <br /> WHEREAS, after preparing and circulating for public review and comments an <br /> initial study pursuant to the California Environmental Quality Act ( "CEQA ") to identify the <br /> potential environmental impacts of such a plan, and after conducing a Public Workshop <br /> to invite and receive additional public comments on the proposed precise plan, the first <br /> draft of the proposed Redwood City Downtown Precise Plan was made available for <br /> public review on September 19, 2006; and <br /> WHEREAS, in October of 2006, the City conducted two (2) additional public <br /> meetings on the proposed Downtown Precise Plan; and <br /> WHEREAS, on November 7, 2006, the City published a Draft Environmental <br /> Impact Report ( "EIR ") which identified and evaluated the potential environmental <br /> impacts of the proposed Downtown Precise Plan, and the publication of which <br /> commenced a 45 day public review and comment period on the Draft EIR; and <br /> WHEREAS, between November of 2006 and February of 2007, the City <br /> conducted three more public meetings on the proposed Downtown Precise Plan and the <br /> Draft EIR and completed and published the Final EIR for the proposed Downtown <br /> Precise Plan; and <br /> WHEREAS, between February and April of 2007, the Planning Commission and <br /> City Council of the City of Redwood City conducted six further public meetings and <br /> hearings to consider the adequacy of the Final EIR and adoption of the proposed <br /> Downtown Precise Plan, culminating in the City Council's adoption of the first Downtown <br /> Precise Plan on April 23, 2007; and <br /> WHEREAS, in May of 2007, certain property owners in the downtown area filed a <br /> petition for writ of mandate in the Superior Court for San Mateo County, challenging the <br /> adequacy of the EIR for the Downtown Precise Plan; and <br /> ATTY /RESO /RESO.2093 Reso. # 15087 <br /> 011911 Muff # 601 <br />
