RD-99-30 <br /> <br /> RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE <br />- CITY OF REDWOOD CITY APPROVING AND AUTHORIZING <br /> EXECUTION OF DISPOSITION AND DEVELOPMENT <br /> AGREEMENT ("DDA") WITH IRVlNE APARTMENT <br /> COMMUNITIES, L.P., FOR THE FRANKLIN STREET PROJECT <br /> <br /> WHEREAS, this Agency and Irvine Apartment Communities, L.P., a <br /> Delaware limited partnership ("lAC"), have negotiated an agreement entitled, <br /> "Disposition and Development Agreement for Franklin Street Project" (the <br /> "DDA"); and <br /> <br /> WHEREAS, the DDA provides that, as part of the Franklin Street Project, <br /> lAC is to construct on the Franklin Street Project Site, which consists of an <br /> approximately 17-acre area bounded by Jefferson Avenue to the north, the <br /> Caltrain tracks to the east, Maple Street to the south, and El Camino Real to the <br /> west, a project consisting of approximately 206 rental units and up to 8,000 <br /> square feet of retail space, including parking, landscaping, and roadway and <br /> utility infrastructure related to the project (the "lAC Project"); and <br /> <br /> WHEREAS, the Agency as the lead agency under the California <br /> Environmental Quality Act (Public Resources Code Section 21000 et seq., <br /> "CEQA") has evaluated the environmental impacts of the Franklin Street Project <br /> and, by Resolution No. RD-99-21, certified as complete and in compliance with <br /> .CI~QA the Tiered Franklin Mitigated Negative Declaration, adopted a monitoring <br /> program and mitigation measures, and found that there is not substantial <br /> evidence that the Franklin Street Project will have a significant effect on the <br /> environment; and <br /> <br /> WHEREAS, the Agency caused to be prepared, circulated and made <br /> available to members of the public for comment and thereafter, by Resolution <br /> <br /> lAC DDA RD 99- <br /> AK/DES: 7/12/99 <br /> <br /> <br />
