RESOLUTION NO. Q(.0 -. OI <br />A I ESOLUTI.ON of THE CITY COUNCIL of THE CITY of REDWOOD <br />CITY ADOPTING A POLICY of PEDESTRIAN ENHANCED DESIGN <br />FOR DOWNTOWN <br />WHEREAS, most of Redwood City is suburban and auto oriented, Downtown 'is <br />different from the rest of the city because; <br />1. Downtown is the "Transit Hub" of the city with its Carltr in station and connection to <br />regional bus transportation and it is the most appropriate location for c ompact ir <br />nigher density development. <br />2* Downtown is Mixed Use — Homes, offices, stores,, restaurants and entertainment all <br />in the same convenient neighborhood. <br />3. Development in Downtown is conveniently compact and accessible without a car, <br />rather than being spread out as in the rest of the city. <br />4. Downtown is a comfortably walkable pedestrian environment. <br />5. In Downtown, "People Park once" when they arrive at downtown, then they circulate <br />around downtown without moving their oar. This makes pedestrians circulating <br />around downtown potential customers for downtown businesses. <br />6. in Downtown, although motor vehicles are welcome, people have priority over motor <br />vehicles; and <br />WHEREAS, the City has used motor vehicle Level of service (Los) standards to <br />evaluate the impacts of new development on motor vehicle traffic; and <br />WHEREAS, the use of motor vehicle 'LOS standards without an equivalent <br />standard to evaluate the impact of new development on people has resulted in an <br />increased emphasis on and priority for motor vehicle movement and decreased the <br />emphasis and priority of pedestrian safety, comfort and convenience; and <br />WHEREAS, the emphasis on motor vehicl -e movement has resulted in the <br />widening of streets and correlative degradation of pedestrian movement and safety; and <br />WHEREAS, such an unbalanced policy would be particularly harmful if applied to <br />Downtown, as it would give priority to motor vehicles and potentially degrade pedestrian <br />comfort, convenience and safety; and <br />WHEREAS, in a p destrian- oriented place such as Downtown, policies are <br />needed that address the pedestrian quality of the place and provide a balance to the <br />auto - oriented Los standards; and <br />Atty/Reso/Reso. 1620 <br />051906 <br />
