����^�,� �� . <br /> �.'t,ti>��i��tu,.,.._, <br /> AGREEMENT BETWEEN THE COUNTY OF SAN MATEO, SAN MATEO <br /> COUNTY LIBRARY JOINT POWERS AUTHORITY AND THE CITY OF <br /> REDWOOD CITY FOR SUPPLEMENTAL STAFFING <br /> This is an agreement between the County of San Mateo (hereinafter referred to as <br /> "County"), the San Mateo County Library Joint Powers Authority (hereinafter referred to <br /> as "JPA") and the Ciry of Redwood City, a California municipality(hereinafter referred to <br /> as "City") (collectively"Parties"). <br /> WITNESSETH: <br /> WHEREAS, City is willing and desires to have County library employees <br /> temporarily work in City libraries during the period when San Carlos Library will be <br /> closed, with this agreement expiring no later than November 30, 2013; and <br /> WHEREAS, the County and JPA are willing to tempararily provide the services <br /> of County library employees in order to enhance the employees' skills and provide work <br /> for the County library employees during this temporary closure. <br /> NOW THEREFORE, the parties agree as follows: <br /> 1. During the term thereof, City shall provide work to the selected County <br /> library employees in City libraries in accordance with the terms and conditions stated in <br /> this agreement. The County employees providing the work shall be chosen by the County <br /> with input from the City. The parties shall meet and confer to resolve any problem with <br /> any County employee which arises during work at the City libraries. <br /> 2. For periods when a County library employee is assigned to City library, the <br /> participating employee shall follow the City's(including the Library Department)policies, <br /> procedures,regulations, manuals, and work assignments and schedules as directed by City <br /> staff. <br /> 3. The County library employee involved in the exchange program will be at <br /> all times an employee of County and will be compensated by County based upon his/her <br /> negotiated contract/MOU with County, and pursuant to the terms of the agreements <br /> between County and the JPA. <br /> 4. Disciplinary and performance issues, if any, regarding the County library <br /> employees shall be resolved and administered by County under the contract/MOU, rules <br /> and regulations of the County. <br /> 5. It is expressly agreed and understood by the parties that the County library <br /> employees, while performing work at or connected with the City library facilities are not <br /> to be considered employees of City for any purpose, including for purposes of <br /> compensation for services, employee welfare and pension benefits or worker's <br /> compensation liability, and these employees remain at all times solely employees of the <br /> ATTY/AGR/2013.099/STAFFING AGREEMENT BETWEEN SAN MATEO COUNTY LIBRARY <br /> REV:06-14-13 MLG <br /> Page 1 of 3 <br />
