SPECIAL ORDERS OF THE DAY (207) <br /> A. Proclamation Honoring Charles Upp, recently retired Redwood City Senior Building <br /> Inspector, after 18+ years of remarkable accomplishments and outstanding service to <br /> the people of Redwood City and his profession. <br /> John La Torra, Building Division Manager, introduced Mr. Upp, who was presented <br /> with the Proclamation by Mayor Howard. <br /> ----------------------------------------------------------------------------------------------------------- <br /> 2. ORAL COMMUNICATIONS (203) <br /> A. John Murphy, 421 Luff Lane, Redwood City, addressed Council regarding Agenda <br /> Item 3K, an ordinance pertaining to General Improvement District No. 1-64. In <br /> particular, he addressed page 2 of the Staff Report dated July 27 asking how one <br /> could deduct the interest earnings from the total expenses and have an amount to be <br /> levied (the total) higher than the amount prior to the deduction.
