Appeals against the GID 1-64 Assessment for the Fiscal Year 1997-98, SHAPELL <br /> INDUSTRIES OF NORTHERN CALIFORNIA, APPELLANT; <br /> I) Report by Redwood City Finance Department and Charles Warren, ASA; <br /> REPORT: Director of Finance and Financial Planning, January 5,1998 <br /> Manager Somers presented the staff report and introduced consultant Charles Warren. <br /> Charles Warren, ASA, summarized his report and advised the subject property was <br /> appraised in January, 1997, considering the highest and best use of unimproved land. <br /> At that time, only site preparation had been completed.
