ORAL COMMUNICATIONS <br />A. Brad Whitaker, owner of the property located at 3738 Laurel Way, provided a brief <br /> background of his attempts to build on his property, and his appeal of the City's <br /> confirmation of its earlier decision requiring an ErR for the entire Laurel Way area. He <br /> referred to the letter he had written to Council last week and advised that the cost of the <br /> EIR, even with the City's 18% participation, was more than he and his four fellow property <br /> owners could afford. Mr. Whitaker asked the Council to establish a reimbursement plan, <br /> including all fourteen developable lots, to cover the costs of the EIR, and to go forward <br /> with the public hearing on financing options promised last October. (100) <br /> In response to Council questions, City Manager Everett described the recent staff and <br /> owners meeting regarding Laurel Way, and advised that the passage of Proposition 218 had <br /> put planned financial arrangements, such as reimbursement plans, on hold.
