ROLL CALL Planning Commissioners present: Garcia, Giannini, McCoy, Pine, Sanfilipo, Verdone and Chairman Bursak Planning Commissioners absent: None --- Council Members present: Buchan, Howard, La Berge, Leipzig, Ruskin and Mayor Hartnett Council Members absent: Claire Staff present: City Manager Everett, City Clerk Jorgenson, Planning Secretary Abra, Redevelopment Agency Director Church, Senior Planner Riordan 3 ORAL COMMUNICATIONS - Speakers were called upon during the discussion. 4. Council Participation at Special Planning Commission Meeting with representatives from the Architectural Advisory Committee and the Housing and Human Concerns Committee Chairman Bursak excused himself from the discussion due to a potential conflict of interest, and Vice Chairman Verdone conducted the meeting. FRANKLIN STREET AREA PROPOSED DEVELOPMENT Planning and Redevelopment Agency Director Church presented the staff report: The proposed project "has not reached the point where we have a signed agreement with the developers. The process that we are in right now is called the Owner Participation process." Director Church described this process that asks owners in the area if they wish to participate in - the redevelopment of the area, and gives them 30 days to respond. It will be the middle of November before the Redevelopment Agency will know who is interested in participating. MINUTE BOOK NO. 55 Page No. 603
