RESOLUTION NO. 18-03 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY APPROVING A PLANNED COMMUNITY PERMIT, <br />AFFORDABLE HOUSING PLAN, DENSITY BONUS AND DENSITY <br />BONUS HEIGHT CONCESSION FOR 353 MAIN STREET PURSUANT <br />TO THE CITY OF REDWOOD CITY'S NORTH MAIN STREET PRECISE <br />PLAN AND FINDING THAT SAID APPROVALS ARE EXEMPT FROM <br />THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL <br />QUALITY ACT <br />WHEREAS, Applicant, ROEM Development, submitted an application for a <br />Planned Community permit ("PC"), affordable housing plan, density bonus and density <br />bonus building height concession for a 7 -story multifamily residential project consisting <br />of 125 units, including 19 below market rate units (7 very -low, 9 low, and 3 moderate) <br />located at 353 Main Street, (the "Project") which is located within the North Main Street <br />Precise Plan area ("NMPP"); and <br />WHEREAS, on September 7, 2017, pursuant to the Administration Section of <br />the NMPP (pg. 25-26), the Architectural Advisory Committee ("AAC") conducted a <br />public hearing on the project and its conformance with the NMPP's Urban Design <br />Guidelines. The AAC requested further refinement and design evaluation and <br />continued the matter to allow the applicant to revise the plans in response to their <br />comments. On October 19, 2017, the AAC held a second public hearing on the project. <br />The AAC recommended that the Planning Commission approve the project as revised, <br />and asked that the project return to the AAC, on consent calendar, forfurther refinement <br />of project details. On November 30, 2017, the AAC held a public hearing and adopted <br />the consent calendar, finding the project revisions to adequately respond to their <br />concerns; and <br />WHEREAS, pursuant to State Density Bonus Law and Redwood City's <br />Affordable Housing Density Bonus regulations (Government Code Section 65915, and <br />Section 32.19 of the Redwood City Zoning Code), the Applicant requested one <br />development standard concession to allow an increased building height beyond that <br />otherwise allowed under the NMPP; and <br />WHEREAS, the Planning Commission of the City of Redwood City is <br />empowered by the Redwood City Municipal Code to act upon applications for Planned <br />Community permits; and <br />WHEREAS, the density bonus height concession would result in cost <br />reductions. Development to current standards would significantly limit the number of <br />units physically possible (considering setbacks, height limitations and other <br />development regulations), thus reducing the potential return on investment, as <br />specified in the applicant's written request for a density bonus and a concession. <br />Further, after adoption of the NMPP, the FEMA requirements have changed and new <br />development is no longer allowed to provide below ground parking.
