RESOLUTION NO. 15-08 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> REDWOOD CITY APPROVING A VESTING TENTATIVE PARCEL MAP <br /> AND A DOWNTOWN PLANNED COMMUNITY PERMIT FOR 1305 EL <br /> CAMINO REAL PURSUANT TO THE CITY OF REDWOOD CITY'S <br /> DOWNTOWN PRECISE PLAN AND SUBDIVISION ORDINANCE <br /> WHEREAS, Applicant, Greystar Development, submitted an application for a Vesting <br /> Tentative Parcel Map and a Downtown Planned Community permit ("DPC") for a 7-story <br /> multifamily residential project consisting of 137 units located at 1305 El Camino Real, (the <br /> "Project")which is located within the Downtown Precise Plan area ("DTPP"); and <br /> WHEREAS, on April 1, 2015, pursuant to Section 2.0.3-A of the DTPP (pg. 28), the <br /> Architectural Advisory Committee ("AAC") conducted a public hearing to consider the <br /> proposed three (3) deviations from the DTPP guidelines, including a reduced rear courtyard <br /> dimension, inactive frontages along secondary corridors, and use establishments that exceed <br /> the 25 ft. maximum length. The MC found that the proposed deviations are consistent with <br /> the spirit and intent of the DTPP and unanimously recommended approval of the deviations <br /> to the Planning Commission; and <br /> WHEREAS, on April 15, 2015, pursuant to Section 2.1.4-D of the DTPP (pg. 43), the <br /> Historic Resources Advisory Committee ("HRAC") conducted a public hearing to consider <br /> whether the proposed project would create a substantial adverse change to the adjacent <br /> historic resource located at 1322 El Camino Real (The Record Man). The HRAC considered <br /> the historic analysis report prepared by Richard Brandi and agreed with its conclusions that: (1) <br /> the project would not create a substantial adverse change in the significance of the historic <br /> resource, and (2) the historic resource would remain eligible to be listed on the California <br /> Register. The HRAC unanimously recommended that the Planning Commission determine that <br /> the project at 1305 El Camino Real will not cause a substantial adverse change to the adjacent <br /> historic resource at 1322 El Camino Real; and <br /> WHEREAS, the Planning Commission of the City of Redwood City is empowered by <br /> the Subdivision Ordinance of the Redwood City Municipal Code to act upon applications for <br /> Vesting Tentative Parcel Maps and by the Downtown Precise Plan to act upon applications <br /> for Downtown Planned Community permits; and <br /> WHEREAS, on May 19, 2015, the Planning Commission considered an Initial Study <br /> checklist and its findings prepared by the City's Planning Division, the previously certified <br /> Downtown Precise Plan Program Environmental impact Report (State Clearinghouse <br /> #2006052027) ("EIR"), the staff reports, oral and written, and testimony and materials <br /> presented by all those wishing to be heard on this Project at the noticed public hearing on <br /> this matter; and <br /> WHEREAS, on May 19, 2015, pursuant to Section 2.0.3-A of the DTPP (pg. 28), the <br /> Planning Commission conducted a public hearing in accordance with all applicable <br /> requirements of the Subdivision Map Act and the Redwood City Municipal Code, to consider <br /> the Vesting Tentative Parcel Map Application TM2015-02 and the Downtown Planned <br /> ATTY/RES0.3086/PC RESO 1305 EL CAMINO <br /> REV:05-14-15 VR <br /> Page 1 of 17 <br />
