RESOLUTION NO. 16-01 <br /> RESOLUTION RECOMMENDING CITY COUNCIL AMEND SECTION 2.0.4 <br /> OF THE DOWNTOWN PRECISE PLAN TO RESERVE 15 PERCENT OF THE <br /> MAXIMUM ALLOWABLE RESIDENTIAL DEVELOPMENT FOR <br /> AFFORDABLE HOUSING <br /> WHEREAS, the Downtown Precise Plan (DTPP) stipulates the maximum allowable <br /> development for residential units; and <br /> WHEREAS, the Housing Element of the General Plan has policies to ensure adequate <br /> housing sites for regional housing needs; and <br /> WHEREAS, the Urban Form and Land Use Element of the General Plan encourages a <br /> range of housing options and affordability levels in the Downtown; and <br /> WHEREAS , City Council at their public hearing of October 26, 2015 directed staff to <br /> prepare an amendment to reserve 15 percent of the Maximum Allowable Development for <br /> residential uses for affordable housing; and <br /> WHEREAS, on January 19, 2016, the Planning Commission held a duly noticed public <br /> hearing to consider a draft amendment to the DTPP recommending the City Council adopt the <br /> proposed amendment; and <br /> WHEREAS, at their public hearing the Planning Commission discussed increasing the <br /> affordable housing reservation to 20 percent based on public testimony and staff discussion . <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY DOES <br /> ORDAIN AS FOLLOWS: <br /> Section 1 . The recitals set forth above are true and correct, and are hereby incorporated <br /> herein by this reference as if fully set forth in their entirety. <br /> Section 2. The Planning Commission hereby finds that the proposed Downtown <br /> Precise Plan amendment is in the public interest and consistent with the Redwood City General <br /> Plan. <br /> Section 3. This proposed amendment has been reviewed with respect to applicability of <br /> the California Environmental Quality Act ("CEQA") and the State CEQA Guidelines (California <br /> Code of Regulations, Title 14, Sections 15000 et seq .). The project will not have a significant <br /> effect on the environment, and is therefore exempt from CEQA (CEQA Guidelines Sec. <br /> 15061 (b)(3). <br /> Section 4. The Planning Commission of Redwood City hereby recommends that the City <br /> Council amend Section 2.0.4 of the Downtown Precise Plan by adding the text shown in double <br /> underline (example), as identified in Exhibit A, A incorporated herein by reference. <br /> ATTY/RES0.0005/PC RESO RECOMMENDING COUNCIL APPROVAL OF DTPP AMENDMENTS FOR AFFORDABLE HOUSING <br /> REV: 01-21-16 VR <br /> Page 1 of 2 <br />
