RESOLUTION NO. 16-23 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE <br />CITY OF REDWOOD CITY RECOMMENDING THE CITY <br />COUNCIL ADOPT A MITIGATED NEGATIVE DECLARATION <br />AND A MITIGATION MONITORING AND REPORTING PLAN <br />FOR NEW JOINT -USE SANDPIPER SCHOOL CLASSROOM <br />BUILDING <br />WHEREAS, Applicant, Belmont -Redwood Shores School District, (a) <br />seeks to construct new classroom buildings serving 220 students for Sandpiper <br />School on City owned property at 797 Redwood Shores Parkway, including one <br />classroom on City owned property; (b) has requested that City enter an amended <br />Joint Use Agreement; and (c) has applied for a General Plan Amendment to <br />construct such buildings (collectively, the "Project"); and <br />WHEREAS, pursuant to the requirements of the California Environmental <br />Quality Act (Public Resources Code Section 21000 et seq.; hereafter, "CEQA") <br />and the Guidelines for Implementation of the California Environmental Quality Act <br />(Title 14, Sections 15000 et seq. of the California Code of Regulations; hereafter, <br />the "CEQA Guidelines"), the City prepared an Initial Study/Mitigated Negative <br />Declaration to assess potential environmental impacts that could result from <br />implementation of the proposed Project; and <br />WHEREAS, the Initial Study/Mitigated Negative Declaration concluded <br />that the Project, with the proposed mitigation measures contained in the Initial <br />Study/Mitigated Negative Declaration and associated Mitigation Monitoring <br />Reporting Program, would not have a significant adverse effect on the <br />environment; and <br />WHEREAS, the City prepared a separate Mitigation Monitoring and <br />Reporting Program (MMRP) for the Project, and <br />WHEREAS, in accordance with CEQA Guidelines Sections 15072 and <br />15073, a Notice of Intent to adopt the Mitigated Negative Declaration was filed <br />with the County Clerk, sent to the State Office of Planning and Research, <br />advertised in the newspaper, and mailed to property owners and occupants <br />within 300 feet of the subject site to inform the public of the 30 -day public review <br />and comment period; and <br />WHEREAS, the Initial Study/Mitigated Negative Declaration was <br />published for public review and comment beginning November 4, 2016 and <br />ending December 6, 2016; and <br />WHEREAS, the Applicant has agreed to incorporate in the Project all <br />applicable mitigation measures identified in the Initial Study/Mitigated Negative <br />ATTYIRESO.01161PC RESO CEQA-SANDPIPER <br />REV: 12-02-16 JS <br />Page 1 of 3 <br />
