RESOLUTION NO. PC 16-20 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY APPROVING A DOWNTOWN PLANNED <br />COMMUNITY PERMIT, TENTATIVE PARCEL MAP, AND <br />AFFORDABLE HOUSING PLAN FOR 1409 EL CAMINO REAL <br />PURSUANT TO THE CITY OF REDWOOD CITY'S DOWNTOWN <br />PRECISE PLAN, SUBDIVISION ORDINANCE, AND AFFORDABLE <br />HOUSING IMPACT FEE ORDINANCE <br />WHEREAS, Applicant, Greystar Development, submitted an application for a <br />Downtown Planned Community permit ("DPC") including four guideline deviations, <br />Tentative Parcel Map, and Affordable Housing Plan for an 8 -story multifamily <br />residential project consisting of 350 units (including 35 affordable units at the low income <br />level) and -1,400 sq. ft. of ground floor retail, located at 1409 EI Camino Real, (the <br />"Project") which is located within the Downtown Precise Plan area ("DTPP"); and <br />WHEREAS, on July 7, 2016, pursuant to Section 2.0.3-A of the DTPP (pg. 28), <br />the Architectural Advisory Committee ("AAC") conducted a public hearing to consider <br />the four (4) proposed deviations from the DTPP guidelines, including use establishments <br />that exceed the 25 ft. maximum length, the inability to use permeable pavers, residential <br />parking stalls closer than 6" from columns, and building wings that exceed the <br />maximum widths of 65 ft. and 45 ft. respectively. The AAC supported 2 of the 4 <br />deviations, including exceeding the maximum length establishment and inability to use <br />permeable pavers. It did not support exceeding the wing depth for courtyard disposition <br />types and having garage columns closer than 6" to parking spaces. The AAC also <br />forwarded comments relating to the building massing, scale, and design to the Planning <br />Commission (PC). The applicant revised the plans based on AAC's direction; and <br />WHEREAS, the Planning Commission of the City of Redwood City is <br />empowered by the Subdivision Ordinance of the Redwood City Municipal Code to act <br />upon applications for Vesting Tentative Parcel Maps and by the Downtown Precise <br />Plan to act upon applications for Downtown Planned Community permits; and <br />WHEREAS, on November 1, 2016 and January 17, 2017, the Planning <br />Commission considered an Initial Study checklist and its findings prepared by the City's <br />Planning Division, the previously certified Downtown Precise Plan Program <br />Environmental Impact Report (State Clearinghouse #2006052027) ("EIR"), the staff <br />reports, oral and written, and testimony and materials presented by all those wishing to <br />be heard on this Project at the noticed public hearing on this matter; and <br />WHEREAS, on November 1, 2016, pursuant to Section 2.0.3-A of the DTPP (pg. <br />28), the Planning Commission conducted a public hearing in accordance with all <br />applicable requirements of the Subdivision Map Act, the Redwood City Municipal <br />Code, and the Redwood City Zoning Ordinance, to consider the Downtown Planned <br />Community Permit Application DPC2015-12, Tentative Parcel Map Application TM2015- <br />Page 1 of22 <br />ATTY/RESO.0001/PC RESO 1409 EL CAMINO <br />REV: 01-19-17 PR <br />
