Section 1 of Ordinance No. 1713, entitled "Ordinance <br />Establishing Salary and Wage Plan for Certain Employee Classifications <br />Relating to Management and Confidential Assignments, and Certain <br />Designated Officers; and Repealing Ordinance No. 1678, All Amendments <br />Thereto, and All Ordinances in Conflict Therewith," adopted July 18, <br />1977, is hereby amended to read as follows: <br /> "Section 1.
