ATTY/RESO.0032/PC RESO APPROVING CEQA – 860 CHARTER ST. <br />REV: 06-15-17 PR <br />Page 1 of 3 <br /> <br />RESOLUTION NO. 17-07 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY APPROVING A MITIGATED NEGATIVE <br />DECLARATION AND ADOPTING A MITIGATION MONITORING <br />AND REPORTING PROGRAM FOR A NEW CHARTER <br />ELEMENTARY SCHOOL AT 860 CHARTER STREET <br /> <br />WHEREAS, Applicant, Launchpad Development Company, applied for a <br />Conditional Use Permit for non-conforming parking and an Architectural Review <br />Permit to renovate the existing building at 860 Charter Street for a new Rocketship <br />Charter Elementary School with 480 students in Transitional Kindergarten through <br />fifth grade with landscape, parking and on-site circulation improvements (the <br />“Project”); and <br /> <br />WHEREAS, pursuant to the requirements of the California Environmental <br />Quality Act (Public Resources Code Section 21000 et seq.; hereafter, “CEQA”) <br />and the Guidelines for Implementation of the California Environmental Quality Act <br />(Title 14, Sections 15000 et seq. of the California Code of Regulations; hereafter, <br />the “CEQA Guidelines”), the City prepared an Initial Study/Mitigated Negative <br />Declaration (IS/MND) to assess potential environmental impacts that could result <br />from implementation of the Project; and <br /> <br />WHEREAS, the IS/MND concluded that the Project, with the proposed <br />mitigation measures contained in the IS/MND and associated Mitigation Monitoring <br />and Reporting Program (MMRP) prepared by the City, would not have a <br />significant adverse effect on the environment; and <br /> <br />WHEREAS, in accordance with CEQA Guidelines Sections 15072 and <br />15073, a Notice of Intent to adopt the Mitigated Negative Declaration was filed <br />with the County Clerk, sent to the State Office of Planning and Research, advertised <br />in the newspaper, and mailed to property owners and occupants within 300 feet of <br />the subject site to inform the public of the 30-day public review and comment period; <br />and <br /> <br />WHEREAS, the IS/MND was published for public review and comment <br />beginning September 30, 2016 and ending November 1, 2016; and <br /> <br /> WHEREAS, the Applicant has agreed to incorporate in the Project all <br />applicable mitigation measures identified in the IS/MND and the associated MMRP <br />to reduce environmental impacts to a less than significant level; and <br /> <br />WHEREAS, on November 1, 2016, the Commission conducted a public <br />hearing to consider the Project and I S / MN D and continued the hearing to <br />provide staff and consultants time to respond to comments; and <br />
