PARK AND RE CREATION COMMISSION
MINUTES OF WEDNESDAY, OCTOBER 27, 1999

. \
, . .
,

COMMISSIONERS PRESENT: Chairperson Morton, Commissioners La Berge,
Slusser, Truscelli

COMMISSIONERS ABSENT: Commissioners Davis, Joseph, Swope

GUESTS PRESENT: Vince Truscelli, Terri Marymee, LaVerne Warren, Darlene
Clement, Miriam Clifford, Kit Davey, Dorothy Justen,
Cathy Sandford

S1 AFF PRESENT: Superintendent Gary Hover, Secretary Denise Monroe
and Director Peter Griffiths
The regular meeting of the Park and Recreation Commission was called to order
by Chairperson Vic Morton at 7:30pm in Room 5 at the Community Activities
Building, 1400 Roosevelt Avenue, Redwood City, California.

APPROVAL OF MINUTES

The minutes of the September meeting were approved as mailed.

CORRESPONDENCE

A letter was received from James and Dorothy Justen in opposition to the
proposed development on the Hetch Hetchy Right of Way behind their house on
the Alameda de las Pulgas.

ITEM 1 - HETCH HETCHY RIGHT OF WAY DEVELOPMENT

Kit Davey spoke about her proposal to develop the Hetch Hetchy right of way
between Massachusetts and McGarvey Avenues. She explained she came with
this idea to the Commission in April and was directed by the staff and the
Commission to canvas the neighborhood for support of this project. Ms. Davey
developed out a questionnaire and included a self-addressed stamped envelope
which she delivered to 110 houses backing up to the affected area. She
received 48 surveys (61 %) in support of the proposal and many people
volunteered to participate on a committee. Ms. Davey also attended the
September meeting of the Pride and Beautification Committee and received
positive feedback on the proposal. She reported that shortly after that meeting,
she received notification that a petition was received by the City in opposition to
the proposal. She said she was very surprised by the response and
disappointed that people did not contact her directly to discuss their concerns.
Ms. Davey stated that she and members of the committee canvassed the homes
that did not respond to the questionnaire to try and obtain an accurate
assessment of the neighborhood. A total of 86 questionnaire responses were
received with the following results Yes - 33 or 44%; Maybe - 16 or 13%; No - 37
(430/0). Ms. Davey said that 57% (total of Yes and Maybe voters) were in favor of
the proposal. She reported that the main concerns expressed by neighbors
were loss of privacy and security. She stated this will not be a full blown park
and actually wants to preserve the natural setting with plantings, benches, and a
pathway; there will be no barbecues or playgrounds.
