04/08/2019 RESOLUTION NO. 15750 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AUTHORIZING STANFORD UNIVERSITY AND STANFORD HEALTH CARE TO CONDUCT PRIVATE ENFORCEMENT OF PARKING REGULATIONS AT SPECIFIED OFF STREET PARKING FACILITIES IN THE STANFORD IN REDWOOD CITY PRECISE PLAN AREA WHEREAS, the Board of Trustees of the Leland Stanford Junior University and Stanford Health Care (collectively "Stanford") desire to assume responsibility for parking enforcement at parking facilities in the Stanford in Redwood City Precise Plan Area that are generally available for public use; and WHEREAS, Stanford requests an arrangement similar to that authorized for certain parking facilities in Palo Alto under a Resolution of the Palo Alto City Council and as further described in the staff report; and WHEREAS, Stanford intends that most or all of its parking facilities in the Stanford in Redwood City Precise Plan Area will be generally available for public use during business hours although some surface parking is currently reserved for construction crews and for operators of the Central Energy Facility. All other parking lots and structures in the Precise Plan Area, including the parking structures at 2855 Bay Road and 510-550 Broadway, are currently generally available for public use during business hours. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, AS FOLLOWS: 1. Findings and Declarations. a. The off-street parking facilities located in the Stanford in Redwood City Precise Plan Area, which is depicted on Exhibit "A" attached hereto and incorporated by reference, are generally held open for public vehicular parking and are privately -owned and maintained by Stanford (collectively, the "Stanford Public Parking Facilities").
