The salaries of all positions filled by Council appointment, and of the follm.ling administrative positions of the ci ty, whether held in a regular or acting capacity, shall be established on a monthly or an annual basis, and shall not be set forth in steps or ranges: Assistant City Manager Personnel Director Chief Building Official City Librarian, Fire Chief Police Chief Park Superintendent Planning Director Recreation Director "In conjunction with the appointment of a Director of Public Vlorjes, the City 1.1anager shall have the authority to establish the salary for the posi,tion of said officer at the minimum or maximum, or at any rate between such minimum or maximum of a salary x-anqe establisflcd on a montl11y or an annual basis by ordinance of the City Council. In estab- lishing such salary rate, the City Hanager shall make his determinat.ion upon consideration of the appointee's experience, education, knowledge of.t.he particular duties required, personal fitness for the positic.:n, and such other criteria rea sonub ly related to such dctcrminu U_on as t11e Mana~rer deems appropriate."
