Chapter 10 (commencing with t,he chapter heading <br /> <br />of Chapter 10) is hereby repealed. <br /> <br />SECTION 2. chapter 10 is hereby added to the Code of the <br /> <br />City of Redwood city to read as follows: <br /> <br />"CHP.PTER 10 <br /> <br />"EMERGENCY AND DISASTER RELIEF <br /> <br />"section 10.1 <br /> <br />~~~. The declared purposes of <br /> <br />this chapter are to provide for the preparation and carrying <br /> <br />out of plans for the protection of persons and property <br /> <br />within the City in the event of an emergency; to direct <br /> <br />the emergency organization; and to coordinate the emergency <br /> <br />functions of the City with all other public agencies, <br /> <br />corporations, organizations, and affected private persons. <br /> <br />"Section 10.2 <br /> <br />Definition. For purposes of this chapter, <br /> <br />'emergency' shall mean the actual or threatened existence <br /> <br />of conditions of disaster or of extreme peril to the safety <br /> <br />of persons and property within e1e city caused by such <br /> <br />conditione. as air pollution, fire, flood, storm, epidemi.c, <br /> <br />riot, or earthquake, or other conditions, including <br /> <br />conditions resulting from war or imminent threat of war, <br /> <br />but other than conditions resulting from a labor controversy, <br /> <br />which conditions are or are likely to be beyond the control <br /> <br />of the services, personnel, equipment, and facilities of <br /> <br />the city, requiring the con~ined forces of other political <br /> <br />SlJ.bdivisions to combat. <br /> <br />r <br />
