Section 23.56 is hereby added to the Code of <br /> <br />the Cit::/ of Redwood. Ci t~i, to read as follows: <br /> <br />"SECTION 2 3.56. ,JAIVER OF RESIDENCE REQUIREl'1ENTS. <br /> <br />The provisions of this article and the residence <br /> <br />requirements established hereunder may be waived by the <br /> <br />City Manager, on recommendation of the department head <br /> <br />and approval of the Personnel Board, as to any present <br /> <br />or future employee, position or classification, other <br /> <br />than department heads and those city officers appointed <br /> <br />by the City Council, in those cases where it is found <br /> <br />by the City Manager that both: <br /> <br />(a) Competent professional, technical or skilled <br /> <br />personnel cannot be retained in the employ of the city <br /> <br />or recruited for city employment in the position or <br /> <br />classification in question, consistent with strict <br /> <br />enforcement of the residence requirements of this <br /> <br />articlei and, <br /> <br />(b) The public interest would not be detrimentally <br /> <br />affected by waiver of the provisions of this article under <br /> <br />the circumstances in question." <br /> <br />SECTION 2.
