09/14/2020 <br />ORDINANCE NO. 2484 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AMENDING SECTIONS 2.121 AND 40.4.1 OF THE REDWOOD <br />CITY MUNICIPAL CODE RELATING TO THE BOARD OF BUILDING <br />REVIEW AND THE HISTORIC RESOURCES ADVISORY COMMITTEE <br />WHEREAS, on November 6, 2018, the voters of Redwood City approved a charter <br />amendment that, among other actions, allowed members of Boards and Commissions <br />who complete a term without being reappointed to the succeeding term, including <br />instances in which a member is not reappointed to the succeeding term because of term <br />limits, to continue to serve in their term until their successor is appointed and qualified; <br />and <br />WHEREAS, in an effort to ensure consistency, the City now seeks to include the <br />language from the 2018 Charter amendment regarding member service in Redwood City <br />Municipal Code Section 2.121 regarding the Board of Building Review; and <br />WHEREAS, in an effort to ensure consistency, the City now seeks to include the <br />language from the 2018 Charter amendment regarding member service in Redwood City <br />Municipal Code Section 40.4.1 regarding the Historic Resources Advisory Committee; <br />and <br />WHEREAS, on May 18, 2020, the City Council of the City of Redwood City <br />approved a Boards, Commissions and Committees Attendance Policy ("BCC Attendance <br />Policy") which applies to all BCC members; and <br />WHEREAS, in an effort to ensure consistency, the City now also seeks to remove <br />language in Redwood City Municipal Code Section 40.4.1 regarding the attendance of <br />the Historic Resources Advisory Committee that is in conflict with the City's BCC <br />Attendance Policy. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />DOES ORDAIN AS FOLLOWS: <br />Section 1. The recitals set forth above are true and correct, and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br />Section 2. This proposed Ordinance has been reviewed with respect to <br />applicability of the California Environmental Quality Act ("CEQA") and the State CEQA <br />Guidelines (California Code of Regulations, Title 14, Sections 15000 et seq.). The <br />Ordinance is not a project under CEQA Guidelines Section 15378 because it involves <br />administrative activities that will not result in direct or indirect physical changes in the <br />environment. <br />Section 3. If any section, subsection, clause or phrase of this Ordinance is for any <br />reason held to be invalid, such decision shall not affect the validity of the remaining portion <br />or sections of the Ordinance. The City Council of the City of Redwood City hereby <br />declares that it would have adopted the Ordinance and each section, subsection, <br />ATTY/ORD.519/CC ORD BOARD OF BUILDING REVIEW AND HRAC ORDINANCE NO. 2484 <br />REV: 07-21-2020 RL MUFF NO. 209 <br />Page 1 of 3 <br />
