MINUTE ORDER <br /> CITY COUNCIL MEETING <br /> <br /> January 10, 2000 <br /> MO. 00-175 <br /> <br />CITY CLERK DEPARTMENT <br />Redwood City <br /> <br />DATE: January 25, 2000 <br /> <br />Attention: City Manager <br /> City Attorney <br /> Community Development Services <br /> <br />SUBJECT Home Improvement Loan Committee Recommendation - Review and <br /> Approval of Proposed Program Changes <br /> <br />Meeting of the Council of the City of Redwood City on January 10, 2000. <br /> <br />Present: Councilmember Harmett, Howard, Ira, Jordan, Pierce, Vice Mayor Claire and <br /> Mayor Ruskin <br /> <br />Absent: None <br /> <br />The following motion was made, carried and entered on the Minutes: <br /> <br /> IWS: Pierce/Howard The Home Improvement Loan Committee <br /> (Committee) recommends that the Council reviews and approves these <br /> proposed program changes. This recommendation is also made by the <br /> Home Improvement Program Team (Team) which consists of all the <br /> program staff. <br /> <br /> Chair Person Call referred to the committee as the Housing Rehabilitation <br /> Loan Committee, as confusing and people do not understand the services <br /> it provides. The committee was implemented in 1976 and has loaned over <br /> 6 million dollars to residents of the community to improve their property, <br /> bring properties up to code, make more units available to low income <br /> housing and assist the City in improving its outlook and housing stock. <br /> One change would be to streamline and require one loan rate of 3%, the <br /> recommended rate of the Federal Government, and increase the loan <br /> amount to $100,000. Emergency loans of up to $5,000. would be <br /> completed in from 1-3 days for people in need of heating, roofing or some <br /> other emergency situation. <br /> <br /> <br />
