03/23/2009 <br />ORIGINAL <br />RESOLUTION NO. 14928 <br />RESOLUTION AUTHORIZING THE CITY MANAGER OR HIS <br />DESIGNEE TO SUBMIT AN APPLICATION FOR THE HOUSING FIRST <br />PROJECT TO THE SAN MATEO COUNTY OFFICE OF HOUSING FOR <br />CDBG AND HOME FUNDING FOR FISCAL YEAR 2009 -2010 IN THE <br />SUM OF FIVE HUNDRED THOUSAND DOLLARS AND DESIGNATING <br />DEBBI JONES - THOMAS, HOUSING COORDINATOR AS THE <br />CONTACT PERSON <br />WHEREAS, as a condition of receiving federal funding from the U.S. Department <br />of Housing and Urban Development, the City is required to adopt a Consolidated Plan <br />pursuant to Part 24 of the Code of Federal Regulations (CFR) in Section 91; and <br />WHEREAS, 24 CFR 91.205 requires that the Consolidated Plan include a <br />Housing and Homeless Needs Assessment and 24 CFR 91.220 requires a specific <br />strategy linking the annual use of federal funds to the needs of persons who are at -risk <br />of homelessness, are homeless, and to those who are chronically homeless; and <br />WHEREAS, the City is a partner of the San Mateo County Human Services <br />Office of Housing's ( "Office of Housing ") 10 Year HOPE Plan to end chronic <br />homelessness; and <br />WHEREAS, the City relies on the expertise and funding from the County's <br />Center on Homelessness and the Office of Housing's ability to receive and distribute <br />funding for homeless and supportive programs operated in Redwood City; and <br />WHEREAS, the San Mateo County Human Services Agency has encouraged <br />the City of Redwood City (the "City ") to apply for funding through the Office of Housing <br />for Community Development Block Grant (CDBG) and HOME Investment Partnership <br />(HOME) funding toward acquisition of a Housing First site in Redwood City; and <br />WHEREAS, the City's project is called "Housing First ", indicating that some of <br />the acquired units will be used to provide permanent housing to persons currently living <br />on the streets of Redwood City and particularly in the downtown; and <br />WHEREAS, these individuals will then be provided with case management and <br />supportive services to help them stabilize their lives and break the cycle of <br />homelessness; and <br />Atty /Reso /Reso.1893 14928 <br />031709 MUFF # 205 <br />
