04/26/2021 <br />RESOLUTION NO. 15944 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AUTHORIZING THE FILING OF AN APPLICATION TO HAZARD <br />MITIGATION GRANT PROGRAM (HMGP) FOR ADVANCE ASSISTANCE <br />FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) <br />AND THE CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY <br />SERVICES (CAL OES); <br />WHEREAS, FEMA sent a letter dated April 10, 2020 to the Cities of Redwood City <br />and San Carlos that the levees protecting Redwood Shores no longer qualify to be <br />accredited based on the latest Flood Insurance Rate Map and Flood Insurance Study <br />issued by FEMA; and <br />WHEREAS, the City of Redwood City (City) desires to have the levees provide <br />flood protection for Redwood Shores and meet FEMA standards to reobtain accreditation; <br />and <br />WHEREAS, the City desires to have any future levee project evaluate the risk of <br />sea -level rise and incorporate resilience to mitigate the risk of rising sea water; and <br />WHEREAS, as a result of a major disaster declaration by the President of the <br />United States, the State of California is eligible for HMGP funding; and <br />WHEREAS, the State of California establishes priorities to accept sub -applications <br />from sub -applicants state-wide including state agencies, federally recognized tribes, local <br />governments; and <br />WHEREAS, the HMGP provides federal funding to cover up to 75% of the project <br />cost and requires the sub -applicant to provide a minimum commitment of 25% for the <br />local share of the project cost; and <br />WHEREAS, the City desires to pursue a project for planning, site investigations, <br />feasibility studies, environmental clearance and design of levee improvements (Project); <br />and <br />WHEREAS, the Project cost is estimated to be approximately $2,675,000; and <br />WHEREAS, the Federal share of the Project cost is $2,000,000 and the local <br />share of the Project cost is $675,000, which meets or exceeds the minimum local share <br />commitment; and <br />WHEREAS, the City desires to obtain HMGP grant funding for the Project. <br />ATTY/RESO.0017/CC RESO HAZARD MITIGATION GRANT PROGRAM APPLICATION RESO.
