PUBLIC lrvORKS UNDER THE Tfi;RMq OF PUBLIC LAW 352, 81srr CONGRSSS OF' TH~ UNITED STNrB::i, APPROVT~D OCTOBER 13, 19h9o WHI:i;RE1\S, CITY OF RED~~.rOOD CITY, C1\I,IFORNIA, herein called the "Applicant", after thorough consideration of tho varlous aspects 0:[' the problem and study of available data has hereby deter~mined that the construction.of certain public works" generally deRcribed as the improvement of the main channels and branch channels of Redwood Creek between Bayshore Highway and El C.amino Rea.l by constructing and installing therein low pressure storm water conduits, storm drains, pun~ing plants and all necessary appurtenances to facilitate drainage of the lower areas of th.e Ci ty of Redwood City, is desirable and in the public interest and to that end it is necessary "that action prtollminary' to the construction of said works be taken im- mediateiy, en d rJHE:REAS, under the terms of PUblic: Law 352, 81st Con~ress: ap- proved October 13, 1949, the United States of America has authovized tho makin8 of advances to public bodies to aid in defrayine the cost (')f architec,tural, engineering, and econom:i.c investigations and 3tudj~es, surveys, de:signs, plans, working drawings" speci.fications, procedur~es and other action preliminal':lY to the constxtuction of public works (ex- clusive of housing); and WHEREAS, the Appllcant has examinE~d and duly considered such act and the ^pplican-c considers it to be :1.n the public inte!~est and to 1 ts benefit~ to file an application under l:Jaid act and tiO authorize othe::' action in connection therewith; No\r\i, THERBFORE, BE rr RESOLVED BY rr'H~ COUNCIL OF R::I:nWOOD CITY, CALIFORNIA, the Governing body of" said Applicant, as follows: I. That the construction of said public works is essei1tial to and is to the best interests of the Applicant, and to the end that such public works may be provided us promptly as practicable, it ig desirable thu"t; action pl~eliminary to the c~onstruction thereof be under._<rc"o taken immediately; 2. ROLISON, City Uanager of sald City, be hereb:r authorized to file in behal.f of tho Appli(~ant an application (in form required by the United states and in conformity with said act) fOI'a an advance to be made by the United states to the Applicant to aid in de- fraying the planning cost prellminary to the construction of such pub- lic works, which shall consist generally ():f the improvement of the main channels and branch channels of Redwood Creek between Bayshore Highway and El Camino Real by constructing and installing therein low pressure storm water conduits, storm drains, pumping plants and all necessary appurtenances to facilitate drainage of the lower areas of the City of Redwood City. 3. That if such advance be made the Applicant shall provide OP make necessary arrangements to provide sueh fUI}dsg in addition to t he a:1,~ vance, as may be required to defl'ay the cost of such action preli.minar:y~ to the COnf'ltl'iuction of the public works; 4. The said representative is hereby authorized to furnish such in:Cormation and take such other action as may be necessa.ry to ene..ble. the Applicant to qualify for the advance; 50 That the officer designated in the preceding paragraph is hereby designated as the authorized representative of the Applicant for the purpose of furnishing to the United States such information, data and documents pertaining to the application for an adv~ce as may be required; and otherwise to act as the authorized representative of the Appli.cant lx1 connection wi'ch this application. 6.
