RESOLUTION NO. 24-02 <br />A RESOLUTION OF THE HISTORIC RESOURCES ADVISORY <br />COMMITTEE OF THE CITY OF REDWOOD CITY RECOMMENDING THE <br />PLANNING COMMISSION DETERMINE THE 2300 BROADWAY <br />PROJECT WILL NOT ADVERSELY AFFECT THE IDENTIFIED <br />HISTORIC RESOURCES ADJACENT TO THE SUBJECT PROPERTY IN <br />ACCORDANCE WITH THE DOWNTOWN PRECISE PLAN SECTION <br />2.1.4.D <br />WHEREAS, Tishman Speyer Worldwide, LLC (“Applicant”), applied for a General <br />Plan Amendment (GP2021-001), Downtown Planned Community Permit (DPC2021- <br />001), and Tentative Map Permit (TM2021-001) for a new eight story commercial office <br />and retail building with open space “Redwood Grove” and a public plaza “Hamilton Walk” <br />(“Project”); and <br />WHEREAS, the approximately 39,640 square foot (.91 acres) Project site is <br />located at 2300 Broadway and there is no historic resource located on the project parcel <br />nor is the site within a historic district; and <br />WHEREAS, the Project proposes to construct approximately a 179,807 square <br />foot building for office and 12,805 square feet retail use including public open space and <br />a public plaza making it a “Large Project” per DTPP Section 2.0.3.A.2; and <br />WHEREAS, the Project is located adjacent to eight historic resources, 2200 <br />Broadway (San Mateo County Courthouse and Plaza), 2201 Broadway (East Wing of Fox <br />Theatre Complex), 2215 Broadway (Fox Theatre), 2227 Broadway (West Wing of Fox <br />Theatre Complex), 2301-2303 Broadway (The Mayers Building), 2317 Broadway <br />(Sequoia Building), 627 Hamilton (Lathrop House), and 700-710 Winslow (Falcone <br />Building); and <br />WHEREAS, under Section 2.1.4.D of the Downtown Precise Plan (DTPP), projects <br />on properties located directly adjacent to an historic resource as designated on the <br />Historic Resources Preservation Regulations Map shall be reviewed by a qualified <br />architect or architectural historian for potential impacts to the adjacent historic district or <br />historic resource; and <br />WHEREAS, a qualified Architectural Historian prepared a historic evaluation to <br />analyze potential impacts of the Project on the historic district and adjacent historic <br />resources; and <br />WHEREAS, Section 40.8 (Permit Required) of Redwood City’s (“City”) Historic <br />Preservation Ordinance is not applicable because the existing structure on the project <br />site has been reviewed by a qualified architect or architectural historian as part of the
