BAYSHORE ROAD <br />REV: 12-21-2022 VR <br />Page 1 of 26 <br />RESOLUTION NO. 22-15 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY APPROVING THE ARCHITECTURAL PERMIT, USE <br />PERMIT, AND VESTING TENTATIVE PARCEL MAP, AND <br />AFFORDABLE HOUSING PLAN FOR THE MIXED-USE PROJECT <br />LOCATED AT 557 EAST BAYSHORE ROAD ASSESSOR PARCELS <br />APN 052-520-330; AND 052-520-160 <br /> <br />WHEREAS, the Applicant, SyRES Properties and VillaSport LLC (“Applicant”), <br />submitted an application for an Architectural Permit (AP2019-12), Use Permit (UP2019- <br />001), and Vesting Parcel Map (ZM2019-001) for the mixed-use project consisting of two <br />five-story multifamily buildings totaling 480 for rent apartment units (including 85 below <br />market rate units) and a 97,101 square foot indoor fitness center and 54,322 square feet <br />of outdoor fitness area at 557 E. Bayshore Road; and <br /> <br />WHEREAS, on July 16, 2019, the Planning Commission Council held a duly <br />noticed scoping session for the preparation of an Environmental Impact report (EIR) to <br />analyze the project; and <br /> <br />WHEREAS, an Environmental Impact Report has been prepared in accordance <br />with the requirements of the California Environmental Quality Act (Public Resources <br />Section 2100 et seq.; hereafter, “CEQA”) and the Guidelines for implementation of the <br />California Environmental Quality Act (Title 14, section 15000 et seq. of the California Code <br />of Regulations; hereafter, the “CEQA Guidelines”). A separate resolution addresses <br />certification of the EIR, CEQA findings and includes a statement of overriding <br />considerations; and <br /> <br />WHEREAS, the Draft EIR for the Project (“DEIR”) was circulated for public review <br />and comment for 46 days beginning on August 11, 2022 and ending on September 26, <br />2022, and was filed with the State Office of Planning & Research under State <br />Clearinghouse No 2017072047; and <br /> <br />WHEREAS, on September 6, 2022, the Planning Commission held a duly noticed <br />public hearing and received comments on the DEIR. The City received written comments <br />during the DEIR public review period; and <br /> <br />WHEREAS, the Architectural Advisory Committee (AAC) conducted study <br />sessions on December 5, 2019, June 18, 2020, September 17, 2020, and November 5,
