Unless otherwise speclftcally provided herein this permit shall become effective when the Public Utilities Com· <br />mission or Its authorized representative and the Permittae have signed it. It Is not <br />transferable or assignable, and is revocable at any time at the option of the Public Utillt!es Commission. <br />3. The use authorized by this permit Is lim!tad solely to the purposes set forth herein, and, except as expresslY <br />herein provided, consU'Uction. excavation or installation of structures is not authorized. <br />4. Neither City nor any commission, board, o!llcer, or employee thereof shall be held responsible or .liable for <br />damage to any property of the Permittee Installed or located on the premises covered by this permit. <br />5.
