ATTY/RESO.0065/PC RESO 1337 HOPKINS (MILLS ACT CONTRACT) <br />REV: 10-11-24 JB <br />Page 1 of 3 <br />RESOLUTION NO. 24-09 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY RECOMMENDING THAT THE CITY COUNCIL <br />DESIGNATE 1337 HOPKINS AVENUE A LOCAL HISTORIC LANDMARK <br />AND RECOMMENDING APPROVAL OF A HISTORIC PRESERVATION <br />AGREEMENT (MILLS ACT CONTRACT) <br /> <br />WHEREAS, Applicant, Emanuel Robinson (the “Property Owner”), applied for a <br />local landmark designation and a Historic Preservation Agreement (the “Project”) located <br />at 1337 Hopkins Avenue (the “Property”); and <br /> <br />WHEREAS, on September 12, 2024, the Historic Resources Advisory Committee <br />held a duly noticed public hearing in accordance with all applicable requirements of the <br />State Planning and Zoning Law and the Redwood City Municipal Code to consider the <br />Project; and <br /> <br />WHEREAS, the Historic Resources Advisory Committee has determined that the <br />Property meets Criteria A, B, & C, for designation as a historic landmark according to the <br />historic designation criteria established by the Redwood City Historic Preservation <br />Ordinance (Chapter 40 of the Redwood City Code); and <br /> <br />WHEREAS, the Historic Resources Advisory Committee recommended that a <br />Historic Preservation Agreement (Mills Act Contract) be approved for the Property by a <br />vote of 4-0; and <br /> <br />WHEREAS, on September 20, 2024, a public hearing notice of the Planning <br />Commission hearing was published in the San Mateo Daily Journal, mailed to neighbors <br />within 300 feet of the Property and sent to the Property Owner; and <br /> <br />WHEREAS, on October 15, 2024, the Planning Commission held a duly noticed <br />public hearing in accordance with all applicable requirements of the State Planning and <br />Zoning Law, the Redwood City Municipal Code, and the Zoning Ordinance to consider <br />the Project; and <br /> <br />WHEREAS, the residence and property located at 1337 Hopkins Avenue, <br />Redwood City, California does meet the historic designation criteria established by the <br />Redwood City Historic Preservation Ordinance as follows: <br /> <br />Criterion A: It exemplifies or reflects special elements of the City’s cultural, <br />aesthetic, or architectural history. <br /> <br />Criterion B: It is identified with persons or events significant in local, state, or <br />national history. <br />
