RESOLUTION NO. 16-13 <br /> RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> REDWOOD CITY RECOMMENDING THAT THE CITY COUNCIL OF THE <br /> CITY OF REDWOOD CITY ADOPT AN RESOLUTION AMENDING <br /> PORTIONS OF THE DOWNTOWN PRECISE PLAN TO PROMOTE <br /> ACTIVE GROUND FLOOR USES IN THE DOWNTOWN <br /> WHEREAS, this proposed Downtown Precise Plan Amendment ("DTPP") is <br /> comprised of the following various parts: <br /> a) Modify the Use Regulations Map (2.2) to require active ground floor uses <br /> on Main Street between Broadway and Middlefield; and <br /> b) Modify the Use Regulations Chart (2.2) to expand where active uses are <br /> permitted and reformat the table to make the regulations more user friendly <br /> c) Remove the Use Concessions Provision for Historic Buildings (2.1.2, 2.2.2, <br /> A1.2.1.A); and <br /> d) Revise the Non-Conforming Section (2.0.1) to establish a 6-month <br /> timeframe to continue non-conforming uses; and <br /> e) Develop the purpose and intent for ground floor uses (2.2.1) to be used <br /> when processing Use Permits; and <br /> f) Relocate Permitted Use Groups (2.2.3) to the Use Regulations Chart (2.2) <br /> to make the regulations more user friendly; and <br /> g) Revise Maximum Establishment Lengths (2.2.4); and <br /> h) Remove reference to eliminated Use types in regulations governing <br /> permitted Private Frontage Types (2.8.4). <br /> WHEREAS, on March 28, 2016, the City Council held a public hearing to discuss <br /> whether to initiate a DTPP Amendment to require active ground floor uses on Main Street, <br /> between Broadway and Middlefield, based on concerns raised by the Downtown <br /> Business Group and residents. The Council supported initiating the amendment and <br /> asked that it also address non-conforming uses. <br /> WHEREAS, a notice of public hearing on the DTPP Amendment was duly <br /> published in the Daily News at least 10 days prior to the public hearing; and <br /> WHEREAS, on August 16, 2016, the Planning Commission held a public hearing <br /> on the proposed DTPP Amendment and on said date the public hearing was opened, <br /> held and closed; and <br /> WHEREAS, at the public hearing, the Planning Commission considered the whole <br /> of the record. <br /> Page 1 of 14 <br /> ATTY/RES0.0073/PC RESO MAIN STREET ACTIVE GROUNDFLOOR USES <br /> REV:08-11-16 RL <br />
