RESOLUTION NO. 17-03 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY RECOMMENDING CITY COUNCIL <br />CERTIFICATION OF THE FINAL ENVIRONMENTAL IMPACT <br />REPORT FOR THE CALIFORNIA WAY WATER TANK, PUMP STATION <br />AND PIPELINE PROJECT; ADOPTION OF CEQA FINDINGS; AND <br />ADOPTION OF A MITIGATION MONITORING AND REPORTING PLAN, <br />ALL IN ACCORDANCE WITH THE REQUIREMENTS OF THE <br />CALIFORNIA ENVIRONMENTAL QUALITYACT <br />WHEREAS, the City's 2011 Water System Master Plan identified a water storage <br />deficit and recommended a new water storage tank for the California Zone at the California <br />Way site. The proposed project includes the construction of a new 750,000 gallon water tank <br />on the City -owned site at the corner of California Way and Tum Sudan Way; replacement of <br />an existing on-site pump station; replacement of an existing pipeline and construction of a new <br />pipeline to connect the new water tank (the 'Project'); and <br />WHEREAS, the City determined that the Project required the preparation of an <br />Environmental Impact Report ("EIR"), pursuant to the requirements of the California <br />Environmental Quality Act (Public Resources Code Section 21000 et seq.; hereafter, <br />"CEQA"), and the Guidelines for Implementation of the California Environmental Quality Act <br />(Title 14, Sections 15000 et seq. of the California Code of Regulations; hereafter, the "CEQA <br />Guidelines"); and <br />WHEREAS, the Draft EIR for the Project ("DEIR") was circulated for public review <br />and comment for 45 days beginning on July 20, 2016 and ending on September 6, 2016, <br />and was filed with the State Office of Planning & Research under State Clearinghouse No. <br />2013072072:and <br />WHEREAS, on August 30, 2016, the Planning Commission held a public hearing and <br />received public testimony on the DEIR. The City received written and public testimony from <br />the public during the DEIR public review period; and <br />WHEREAS, the City prepared written responses to the comments received during <br />the comment period, which together with the Mitigation Monitoring and Reporting Program <br />and the DEIR constitutes the Final EIR ("FEIR"); and <br />WHEREAS, no significant new information has been added to the EIR after public notice <br />of the availability of the DEIR, under CEQA Guidelines section 15088.5. The additional <br />information that has been provided does not show (1) a new significant environmental impact, <br />(2) a substantial increase in the severity of an environmental impact, (3) that a feasible project <br />alternative or mitigation measure would clearly lessen the significant impacts of the Project, but <br />that the City declines to adopt it, or (4) that the DEIR was so fundamentally and basically <br />ATN/RESO.0017/PC RESO RECOMMENDING CERTIFY EIR —CALIFORNIA WAY WATER TANK <br />REV: 02-16-17 PR <br />Page 1 of 9 <br />
