04/09/2018 <br />ORDINANCE NO. 2443 <br />ORDINANCE ADDING A NEW CHAPTER 46 OF THE CODE OF <br />THE CITY OF REDWOOD CITY RELATING TO A CITY-WIDE <br />MINIMUM WAGE <br />WHEREAS, the State of California has enacted a minimum wage that will <br />reach $15.00 per hour for all Employers in January of 2023; and <br />WHEREAS, in an effort to help working households achieve economic <br />security and acknowledging the higher relative cost of living on the Peninsula, the <br />City Council of the City of Redwood City wishes to enact a citywide minimum wage <br />to reach no less than $15.00 per hour before 2023; and <br />WHEREAS, the City of Redwood City may adopt a higher minimum wage <br />pursuant to the powers vested in the City under the laws and Constitution of the <br />State of California, including but not limited to the police powers vested in the City <br />pursuant to Article XI, Section 7 of the California Constitution. <br />NOW, THEREFORE, THE COUNCIL OF THE CITY OF REDWOOD CITY <br />DOES ORDAIN AS FOLLOWS: <br />Section 1. The purpose and intent of this Ordinance is to adopt a new <br />Chapter 46 of the Code of the City of Redwood City to provide a minimum wage <br />that increases annually and reaches a level of no less than $15.00 per hour on <br />January 1, 2020. <br />Section 2. The recitals set forth above are true and correct and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br />Section 3. The City Council hereby finds that the proposed Ordinance is in <br />the public interest. <br />Section 4. The proposed Ordinance is not a project within the meaning of <br />section 15378 of the CEQA Guidelines because it has no potential for resulting in <br />either a direct or a reasonably foreseeable indirect physical change in the <br />environment, either directly or ultimately. In the event that this Ordinance is found <br />to be a project under CEQA, it is subject to the CEQA exemption contained in <br />CEQA Guidelines section 15061(b)(3) because it can be seen with certainty to <br />have no possibility of having a significant effect on the environment. <br />Section 5. If any section, subsection, clause or phrase of this Ordinance is <br />for any reason held to be invalid, such decision shall not affect the validity of the <br />remaining portion or sections of the Ordinance.
