05/04/2020 <br />RESOLUTION NO. 15840 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY APPROVING AMENDMENTS TO THE CDBG <br />COMMUNITY PARTICIPATION PLAN <br />WHEREAS, on May 2, 1988, the City Council adopted Resolution No. 10780 <br />approving a Citizen Participation Plan; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Housing and <br />Community Development Act of 1974 (P.L. 93-383), as amended ("the Act"), <br />participating jurisdictions must set forth a detailed community participation plan for their <br />Community Development Block Grant ("CDBG") program; and <br />WHEREAS, on December 12, 2016, the City Council adopted Resolution No. <br />15544 approving an amended Citizen Participation Plan, including renaming the Citizen <br />Participation Plan as the Community Participation Plan; and <br />WHEREAS, HUD has issued waivers of certain requirements related to the <br />Community Planning and Development Grant Program and Consolidated Plan in order <br />to expedite the use of CDBG-CV funds and help prevent the spread of the Novel <br />Coronavirus ("COVID-19") and mitigate economic impacts caused by COVID-19; and <br />WHEREAS, on April 16, 2020, the City notified HUD of the City's intent to use <br />the Citizen Participation Public Comment Period for Consolidated Plan Amendment <br />waiver ("Public Comment Period Waiver"), which reduces the length of the public <br />comment period, and the Citizen Participation Reasonable Notice and Opportunity to <br />Comment waiver ("Public Hearing Waiver"), which allows for virtual public hearings. On <br />April 17, 2020, HUD acknowledged receipt of this notification; and <br />WHEREAS, the City Council desires to amend its Community Participation Plan <br />to reflect the changes permitted under the Public Comment Period Waiver and Public <br />Hearing Waiver; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the Public <br />Comment Period Waiver, and the Public Hearing Waiver, the City has followed its <br />Community Participation Plan as part of the process for amending the Community <br />Participation Plan; and <br />ATTY/RESO.0030/CC RESO APPROVING AMENDMENTS TO THE COMMUNITY PARTICIPATION PLAN RESO.
