06/22/2020 <br />ORDINANCE NO. 2483 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AMENDING REDWOOD CITY CODE CHAPTER 20, ARTICLE VII, <br />DIVISION 5 BY EXPANDING METER ZONE "A" RELATING TO THE <br />DOWNTOWN PARKING PROGRAM AREA <br />WHEREAS, the City of Redwood City (City) has received numerous complaints, <br />over the past year, from businesses on Broadway and Maple Street expressing concerns <br />about commercial vehicles parked on the roadways for extended periods, conducting <br />business from the right of way and causing disruptions to their businesses; and <br />WHEREAS, in October 2019 the City received a petition from business owners of <br />the 1600 block of Broadway, asking the City to expand the Downtown Meter Zone to the <br />on street parking adjacent to their properties. The request is due to vehicles being left on <br />the roadway for extended periods and preventing access to the businesses by their <br />patrons; and <br />WHEREAS, in April 2020, staff received confirmation that the businesses in this <br />area will need the proposed parking changes to assist in the recovery and the reopening <br />of businesses following current pandemic. The proposed changes will encourage parking <br />turnover for patrons during business hours; and <br />WHEREAS, the Downtown Meter Zone currently ends on the 1500 block of <br />Broadway and does not extend to the 1600 block; and <br />WHEREAS, the 1600 block of Broadway consists of 39 on -street parking spaces. <br />Eight of the parking spaces are restricted to two-hour parking and two of the spaces are <br />restricted to 20 -minute parking. These current time restrictions have not been sufficient <br />to meet the needs of the adjacent businesses; and <br />WHEREAS, the 700 block of Maple Street consists of eight on -street parking <br />spaces. These spaces are currently unrestricted. Mobile vendors occupy the street for <br />greater than eight hours a day, competing with local establishments; and <br />WHEREAS, the installation of parking meters allows for the active enforcement <br />and monitoring of the on -street parking. The meters will also increase the turnover rate <br />for the on -street parking during business hours. This will improve the operation and <br />management of the parking program overall, so that it better meets the changing needs <br />of downtown activities and businesses; and <br />WHEREAS, this ordinance is adopted in accordance with Chapter 9 (Stopping, <br />Standing, and Parking) of Division 11 of the California Vehicle Code. <br />ATTY/ORD.517/CC ORD PARKING ORDINANCE ORDINANCE NO. 2483 <br />REV: 05-15-2020 PR MUFF NO. 703 <br />Page 1 of 3 <br />
