<br />""'" <br /> <br />!!!~Q~Q!IQ.N. <br />v~REAS the geographical location of the State of California is such <br />as to be of prime importance in the defense of oui" country, aOO <br />VffiEREAS the climatic conditions which p~evail here are ideal for <br />the year around training of defense forces of the Army, Navy and Marine <br />Corps, and <br />l~REAS the Government of the United States has found it expedient <br />to construct National Defense projects of tremendous magnitude in the Mission <br />Trails countie:s of California n~ely, Moffett Field in Santa Clara County, <br />Camp MacQuaide in Santa Cruz County, Camp Ord, Camp Clayton, the Hearst Ranch <br />Reservation and Camp Roberts in Monterey County, Camp San Luis Obispo in San <br />Luis Obispo County, the United States Army General Hospital in Santa Bat-bara <br />County as well as sever~l large airports throughout these central coast <br />counties, and <br />WHEREAS it is reliably reported that additional projects including <br />a naval base at Morro Bay and a cantonment near Nipomo in San Luis Obispo <br />County and other like projects are to be constructed, and <br />WHEREAS there has already been an enormous increase in traffic on <br />the main arterial connecting these various national defense projects, namely <br />U. S. Highway 101, a two-lane highway only sufficient to handle regular traffic, <br />and <br /> <br />vVHEREAS there has been created thereby a condition of traffic con- <br /> <br /> <br />gestion which promises, according to State HighWay Engineers, to become much <br /> <br />more acute when these projects are in complete operation, and <br /> <br />t~EREAS the State Highway Department at the request of the Public <br /> <br />Roads .dministration has conducted exhaustive surveys which show that approxi- <br /> <br />mately $150,000,000 will be needed to bring the strategic highway network of <br /> <br />the state (of Which U. S. Highway 101 is a most important link) up to the <br />
