RESOLUTION NO. 15953 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY TO INITIATE PROCEEDINGS TO AMEND THE GENERAL PLAN <br />AND THE DOWNTOWN PRECISE PLAN IN CONNECTION WITH THE <br />PROJECT AT 601 ALLERTON AND 450 REDWOOD AVENUE <br />WHEREAS, an application has been submitted by Premia Capital (the "Applicant"), <br />to construct a mixed-use office and retail development at 601 Allerton Street and convert <br />off-site residential units at 450 Redwood Avenue to below market rate units (the "Project"); <br />and <br />WHEREAS, the Applicant seeks a General Plan Amendment to allow an increase <br />in the maximum allowable development for office in the Downtown (the "General Plan <br />Amendment"); and <br />WHEREAS, the Applicant seeks a Downtown Precise Plan ("DTPP") Amendment <br />to allow an increase in the maximum allowable development for office in the DTPP area <br />(the "DTTP Amendment"). The General Plan Amendment and the DTPP Amendment are <br />collectively referred to herein as the "Amendments;" and <br />WHEREAS, Redwood City Code Section 18.61 provides that the City Council may <br />adopt a resolution of intention to initiate proceedings to amend the General Plan; and <br />WHEREAS, Redwood City Zoning Ordinance Section 52.5(A) provides that an <br />interested party may request that the City initiate the amendment of a Precise Plan by <br />submitting said request to the Planning Director or designee. The interested party is the <br />Applicant, and the request of initiation is accompanied by materials supportive of the <br />request and showing the nature of the requested DTPP amendment that include <br />statements justifying why the proper functioning of the community requires the <br />amendment of the DTPP as proposed and why the amended DTPP is more suitable for <br />the area than the existing DTPP; and <br />WHEREAS, the City's policy is to bundle all related requests and have them acted <br />upon by the highest approval authority, in this case being the City Council; and <br />WHEREAS, the initiation of the Amendments provides City staff the direction to <br />begin analysis of the Amendments and does not constitute nor imply approval of any <br />project entitlements. Once the Amendments are initiated, the City may move forward with <br />the environmental review and public outreach process for the Project. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />1.
