RESOLUTION NO. 15953 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY TO INITIATE PROCEEDINGS TO AMEND THE GENERAL PLAN AND THE DOWNTOWN PRECISE PLAN IN CONNECTION WITH THE PROJECT AT 601 ALLERTON AND 450 REDWOOD AVENUE WHEREAS, an application has been submitted by Premia Capital (the "Applicant"), to construct a mixed-use office and retail development at 601 Allerton Street and convert off-site residential units at 450 Redwood Avenue to below market rate units (the "Project"); and WHEREAS, the Applicant seeks a General Plan Amendment to allow an increase in the maximum allowable development for office in the Downtown (the "General Plan Amendment"); and WHEREAS, the Applicant seeks a Downtown Precise Plan ("DTPP") Amendment to allow an increase in the maximum allowable development for office in the DTPP area (the "DTTP Amendment"). The General Plan Amendment and the DTPP Amendment are collectively referred to herein as the "Amendments;" and WHEREAS, Redwood City Code Section 18.61 provides that the City Council may adopt a resolution of intention to initiate proceedings to amend the General Plan; and WHEREAS, Redwood City Zoning Ordinance Section 52.5(A) provides that an interested party may request that the City initiate the amendment of a Precise Plan by submitting said request to the Planning Director or designee. The interested party is the Applicant, and the request of initiation is accompanied by materials supportive of the request and showing the nature of the requested DTPP amendment that include statements justifying why the proper functioning of the community requires the amendment of the DTPP as proposed and why the amended DTPP is more suitable for the area than the existing DTPP; and WHEREAS, the City's policy is to bundle all related requests and have them acted upon by the highest approval authority, in this case being the City Council; and WHEREAS, the initiation of the Amendments provides City staff the direction to begin analysis of the Amendments and does not constitute nor imply approval of any project entitlements. Once the Amendments are initiated, the City may move forward with the environmental review and public outreach process for the Project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AS FOLLOWS: 1.
