ATTY/RESO.0046/PC RESO RECOMMENDING ZONING TEXT & MAP AMENDMENTS <br />REV: 06-02-23 JB <br />Page 1 of 5 <br />RESOLUTION NO. 23-12 <br /> <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY RECOMMENDING THAT THE CITY COUNCIL ADOPT <br />AMENDMENTS TO THE ZONING CODE AND ZONING MAP TO <br />IMPLEMENT THE 2023-2031 HOUSING ELEMENT <br /> <br />WHEREAS, the California Legislature (Legislature) has found that “California has <br />a housing supply and affordability crisis of historic proportions. The consequences of <br />failing to confront this crisis effectively and aggressively are hurting millions of <br />Californians, robbing future generations of the chance to call California home, stifling <br />economic opportunities for workers and businesses, worsening poverty and <br />homelessness, and undermining the state’s environmental and climate objectives” (Gov. <br />Code Section 65589.5.); and <br /> <br />WHEREAS, the Legislature has further found that “[a]mong the consequences of <br />[the housing crisis] are discrimination against low-income and minority households, lack <br />of housing to support employment growth, imbalance in jobs and housing, reduced <br />mobility, urban sprawl, excessive commuting, and air quality deterioration” (Gov. Code <br />Section 65589.5.); and <br /> <br />WHEREAS, State Housing Element Law (Government Code Sections 65580 et <br />seq.) requires that the City Council adopt a Housing Element for the eight-year period <br />2023-2031 to accommodate the City of Redwood City’s (City) regional housing need <br />allocation (RHNA) of 4,588 housing units, comprised of 1,115 very-low income units, 643 <br />low-income units, 789 moderate-income units, and 2,041 above moderate-income units; <br />and <br /> <br />WHEREAS, to comply with State Housing Element Law, the City has prepared <br />Housing Element 2023-2031 (the Housing Element) in compliance with State Housing <br />Element Law and has identified sites that can accommodate housing units meeting the <br />City’s RHNA; and <br /> <br />WHEREAS, in order to allow for flexibility in future housing development, to create <br />additional opportunities to address the housing crisis, and to increase opportunities for <br />affordable housing to be constructed benefitting lower-income households, the Housing <br />Element sets a target of just over 150 percent of the required RHNA, or approximately <br />7,023 housing units, comprised of 1,478 very-low income units, 1,334 low-income units, <br />1,427 moderate-income units, and 2,783 above moderate-income units; and <br />
