ATTY/ORD.0014/CC ORD ENGINEERING AND TRANSPORTATION CODE UPDATES <br />REV: 11-18-25 LR <br />Page 1 of 2 <br />ORDINANCE NO. 2556 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AMENDING ARTICLE XIV OF CHAPTER 18, ARTICLE I OF <br />CHAPTER 27A, ARTICLES V AND XII OF CHAPTER 30, AND ARTICLE III <br />OF CHAPTER 41 <br />WHEREAS, the Redwood City Municipal Code is a collection of ordinances passed <br />by the City Council which governs certain activities within the City which set forth the rules <br />and regulations for a very wide variety of situations and issues, including but not limited to <br />land development, building construction, fire prevention, health and sanitation; and <br />WHEREAS, the City’s Municipal Code serves to promote the public health, safety, <br />and general welfare of the community; and <br />WHEREAS, periodically, the Municipal Code is updated to maintain consistency and <br />compliance with state and federal laws, regulations, and recommendations; for revised City <br />program standards; and to clarify existing Municipal Code language; and <br />WHEREAS, Section 18.242 (Underground Utilities) requires amendments to provide <br />clarity that any underground lines shall remain underground; and <br />WHEREAS, Chapter 27A (Stormwater Management and Discharge Control <br />Program) requires amendments to clearly identify requirements and prohibited actions for <br />proposed development within watercourse setbacks; and <br />WHEREAS, Chapter 30 (Subdivisions) requires amendments to identify additional <br />lot depth requirements and updates the procedure for review of applications; and <br />WHEREAS, Chapter 41 (Floodplain Management) requires amendments to provide <br />updates to the minimum height above base flood elevation for the lowest floor elevation of <br />construction in all flood zones such that it matches current building code; and <br />WHEREAS, the City Council of the City of Redwood City considered the Municipal <br />Code Amendments at its regular meeting of November 24, 2025, along with the staff report, <br />supporting documentation, staff presentations, public comment, and information included in <br />the record. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />DOES ORDAIN AS FOLLOWS: <br />Section 1. The recitals set forth above are true and correct and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br />Section 2. Adoption of the Municipal Code Amendments is not a project as defined by <br />the CEQA pursuant to CEQA Guidelines section 15378 because it does not have any <br />potential for resulting in either a direct physical change in the environment or a reasonably
