ATTY/RESO.0002/CC RESO UPDATED PERMANENT LOCAL HOUSING ALLOCATION PROGRAM (PLHA) <br />REV: 01-29-26 LF <br />Page 1 of 4 <br />RESOLUTION NO. 16387 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY 1) AUTHORIZING THE USE OF FUNDS, TOTALING $1,578,713.15 <br />FROM THE PERMANENT LOCAL HOUSING ALLOCATION (PLHA) <br />PROGRAM FOR THE 2019-2023 FUNDING PERIOD, FOR THE CITY’S <br />AFFORDABLE HOUSING PRESERVATION PROGRAM; AND 2) <br />AUTHORIZING THE CITY MANAGER OR THEIR DESIGNEE TO <br />EXECUTE THE PLHA STANDARD AGREEMENT, ANY SUBSEQUENT <br />AMENDMENTS OR MODIFICATIONS, AND OTHER NECESSARY <br />DOCUMENTS RELATED TO THE PLHA PROGRAM OR THE PLHA <br />GRANT <br />WHEREAS, the State of California (the “State”), Department of Housing and <br />Community Development (“Department”) is authorized to provide up to $195 million under <br />the SB 2 Permanent Local Housing Allocation (“PLHA”) Program Formula Component <br />from the Building Homes and Jobs Trust Fund for assistance to Cities and Counties (as <br />described in Health and Safety Code section 50470 et seq. (Chapter 364, Statutes of <br />2017 (SB 2), as amended); and <br />WHEREAS, the Department issued Permanent Local Housing Allocation Final <br />Guidelines (“PLHA Program Guidelines”) in October 2019; and <br />WHEREAS, the Department issued a Notice of Funding Availability (“NOFA”) <br />dated February 26, 2020, under the PLHA Program; and <br />WHEREAS, the City of Redwood City, a California charter city and municipal <br />corporation (“City” or “Applicant”), is an eligible local government that has applied for <br />PLHA program funds to administer one or more eligible activities; and <br />WHEREAS, the Department approved an amount of $2,086,314 of PLHA funding <br />formula allocations for the City, as stated in appendix C of the NOFA, subject to the terms <br />and conditions of the PLHA Program Guidelines, NOFA, Program requirements, the <br />Standard Agreement, and other contracts between the Department and City; and <br />WHEREAS, on July 13, 2020, the City Council approved Resolution No. 15864 <br />(“PLHA Resolution”), which approved and adopted the City’s five-year PLHA Plan for the <br />funding period 2019-2023 and authorized the City to receive a PLHA grant and execute <br />necessary grant documents; and <br />WHEREAS, the City’s PLHA Standard Agreement was approved by the <br />Department on April 22, 2021, the first amendment to the Standard Agreement was <br />approved by the Department on August 11, 2022, the second amendment to the Standard <br />Agreement was approved by the Department on May 4, 2023, and the third amendment <br />to the Standard Agreement was approved by the Department on October 4, 2024; and
