7/26/99 <br /> -- ORIGINAL <br /> <br /> ORDINANCE NO. 2171 <br /> <br /> ORDINANCE ADDING ARTICLE VII TO CHAPTER 14 OF THE CODE OF THE <br /> CITY OF REDWOOD CITY REGARDING GRAFFITI <br /> <br /> THE COUNCIL OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: <br /> <br /> Findin,qs. The City Council of the City of Redwood City finds and declares as <br />follows: <br /> <br /> 1. The increase of graffiti on both public and private buildings, structures, <br /> places, and vehicles is creating a condition of blight within the City which <br /> results in a deterioration of property and business values for adjacent and <br /> surrounding properties all to the detriment of the City. <br /> <br /> 2. Graffiti is obnoxious and a public nuisance and has a general detrimental <br /> impact on the City. <br /> <br /> 3. The procreation of graffiti vandalism is often gang related and can be the <br /> beginning signs of greater illegal activities. <br /> <br /> Section 1. Article VII is hereby added to Chapter 14 of the Code of the City of <br />Redwood City to read as follows: <br /> <br /> "ARTICLE VII. GRAFFITI <br /> <br /> Section 14.98. Definitions: "Graffiti or other inscribed materials" means any <br />unauthorized inscription, work, figure, mark, or design that is written, marked, etched, <br />scratched, drawn, or painted on any real or personal property. <br /> <br /> Section 14.99.
