Intergovernmental Agreement Behveen the City And County Oi San Francisco, the San
<br /> Mateo County Transit District, the City Of Redwood City, the County Of San Mateo, the
<br /> Santa Clara Valley Transportation Aut6ority, and the Bay Area Air Quality Management
<br /> District Regarding a Regional Bicycle Share Pilot Program
<br /> This agreement is entered into between the City and County of San Francisco, acting Uvough the San
<br /> Francisw Municipal Transportation Agency ("SFMTA"), the San Mateo County Transit District
<br /> ("SAMTRANS"), the Ciry of Redwood City ("Redwood Ciry"), ttie Counry of San Mateo, the Santa
<br /> Claza Valley Transportation Authority ("VTA"), and the Bay Area Air Quality Management District
<br /> ("Air DistricP'), collectively the "parties".
<br /> RECITALS
<br /> WI-IEREAS, the Bay Area is currently not attaining State and Federal ambient air quality standazds for
<br /> gro�md-level ozone and pazticulate matter, and in the Bay Area, the transportation sector accounts for
<br /> more than 50% of "criteria" pollutants, including reactive organic gases (ROG) and oxides of nitrogen
<br /> (NO both of which aze owne precursors, and particulate matter (Plvn, and for more than 40% of
<br /> greenhouse gas (GHG) emissions.
<br /> WHEREAS, on April 20, 2010, the Metropolitan Transportation Commission ("MTC") issued a
<br /> solicitaYion through its Climate Initiatives Program seeking grant proposals focusing on innovative
<br /> strategies for reducing greenhouse gas emissions;
<br /> WHEREAS, the MTC gants program is funded with federal Congestion Mitigation and Air Quality
<br /> .. Improvement Program ("CMAQ") funds that aze administered in California by the Califomia Department
<br /> of TranspoRation ("Caltrans") and are assigned by Caltrans to MTC;
<br /> WI-IEREAS, on June 1, 2010, the Air District submitted a letter of interest to MTC proposing a regional
<br /> bicycle share pilot to suppoR climate protection and transportation mode shift;
<br /> WHEREAS, on June 21, 2010, the MTC nofified the Air District that SFMTA, SAMTRANS, Redwood
<br /> City, the Cowuy of San Mateo, and VTA had each proposed similaz local scale bicycle share projecu, and
<br /> requested that the parties collaborate on a single bicycle shaze pilot proposal;
<br /> WI-IEREAS, on June 30, 201Q the MTC nofified the parties that they were selected to submit a final
<br /> single, regional bicycle share pilot proposal;
<br /> WHEREAS, on August 13, 2010, the Air District on behalf of the parties submitted a final proposal to
<br /> pilot bike-sharing along the peninsula transportation corridor at locaUOns in San Jose, Palo Alto,
<br /> Mountain View, Redwood City and San Francisco;
<br /> WIIEREAS, on September 15, 201Q the Boazd of Directors of the Air District adopted the "Bay Area
<br /> 2010 Clean A'v Plan committing to Transportation Control Measure (TCIvn D-1 Bicycle Access and
<br /> Facilities ImprovemenY';
<br /> WI �REAS, on October 6, 2010, the Boazd of Directors of the Air District approved a commitment to the
<br /> Regional Bicycle Share Pilot of $1.4 million in matching funds from its Transportation Fund for Clean
<br /> Air ("TFCA");
