02/13/2012 ORIGINAL RESOLUTION N0.15169 RESOLUTION DENYING THE APPEALS FILED BY THE REDWOOD CITY CITIZENS FOR RESPONSIBLE DEVELOPMENT AND THE REDWOOD CITY LOCAL HOUSING COMMITTEE, AND UPHOLDING THE DECEMBER 13, 2011 PLANNING COMMISSION ACTIONS IN CONNECTION WITH THE CERTIFICATION OF THE ENVIRONMENTAL IMPACT REPORT AND APPROVALS OF THE PLANNED DEVELOPMENT PERMIT, VESTING TENTATIVE MAP AND MODIFICATION OF PARKING REQUIREMENTS FOR THE 2580 EL CAMINO REAL RESIDENTIAL PROJECT WHEREAS, on November 3, 2010, Urban Housing Group ("Developer") applied for approval of a Planned Development Permit and Vesting Tentative Map to allow the demolition of the 2.5-acre project site's existing structures (a one-story bowling alley building (formerly Mel's Bowl), a historic pole sign and a large surface parking lot) and to build a 141-unit, multi-family, transit-oriented residential development with 232 parking stalls within a wrapped parking garage and storage for 47 bicycles, commonly referred to as the 2580 EI Camino Real Residential Project (the "ProjecY'); and WHEREAS, the City has caused the preparation of an Environmental Impact Report for the proposed Project (the "EIR"), pursuant to the requirements of the California Environmental Quality Act (Public Resources Code Section 21000 et seq.; hereafter, "CEQA"), the Guidelines for Implementation of the California Environmental Quality Act (Title 14, Sections 15000 et seq. of the California Code of Regulations; hereafter, the "CEQA Guidelines"); and WHEREAS, on February 24, 2011, in accordance with CEQA, City staff issued a Notice of Preparation ("NOP") stating the City's intent to prepare the EIR, and from February 24, 2011 through March 25, 2011 the City held a public review period on the NOP; and WHEREAS, on March 1, 2011, the Planning Commission held a Scoping Session on the EIR that served as a forum for the Planning Commission and public to comment on the NOP, learn about the Project, and discuss environmental issues that should be addressed in the EIR; and WHEREAS, on May 24, 2011, at a regularly scheduled Architectural Review Committee (ARC) meeting, the ARC unanimously recommended that the Planning Commission approve the projecYs architectural design; and WHEREAS, on August 12, 2011, the Draft EIR for the Project was released by the City for a 45-day public review and comment period.
