additional increases or levies. He is very interested in trying to obtain
an exemption on additional increases to seniors if they qualify.
Chairperson Anthony requested that Supervisor Kucala and Executive Director
Bransford present a report from each of their senior centers at the April
meeting. He would like the report to discuss the impacts of cuts on
services provided, the effect on their meal program, and other things that
are occurring at each of the centers which impact their operation.
Superintendent Hartman said the City Council has requested that each
department prepare two budgets for Fiscal Year 93-94. The first budget
will be a zero-based budget and the second will be a budget taking into
consideration the anticipated State cut to the City of $1.3 million. The
City Council wants to accomplish both of these proposed budgets without
laying off staff. The Commissioners were concerned about the newspaper
articles which state the City will be spending $14 million on buildings and
other articles which state the City is in a financial crisis. Commissioner
Jordan suggested the Mayor, Vice Mayor or City Manager to come one of our
meetings to explain the budget situation so we would be better informed.
ITEM 2 - Transportation
Chairperson Anthony mentioned his discussion with a citizen regarding
transportation and the need for providing bus transportation for the
disabled. Commissioner Jordan said SamTrans is seeking bids for a
county-wide broker service to provide transportation. They are looking for
one broker to do all the administration and interface with clients, as well
as to provide the actual transportation.
ITEM 3 - '93 Workplan - Ideas for Future Meetings
The following items were suggested as ideas for future meetings:
-Have the Mayor/City Manager come to Commission to speak
-Have Mary Kucala and Maria Bransford review budget situation for each
Center to determine what they can or cannot do
-Develop a committee to complete the tallying of the surveys
-Analyze comments from survey at April meeting
-Form a committee to work with Mary Kucala and Maria Bransford to
strategize on the upcoming Study Session.
ROUNDTABLE
-Superintendent Hartman announced the public meeting to be held on March 23
for the new Red Morton Center. Chairperson Anthony and Commissioner Lloyd
will be attending the meeting.
-Commissioner Lloyd mentioned the Senior Housing Workshop to be held on
March 13-14 at the San Francisco Grand Concourse from 9am-4pm each day.
There will be 105 exhibitors at the conference. Commissioner Truscelli has
tickets for the conference and Chairperson Anthony and Commissioner Lloyd
will be attending and will bring back information.
The regular meeting of the Senior Affairs Commission was adjourned at
10:35am to be reconvened at 9:00am on Wednesday, April 14, 1993 at the Fair
Oaks Senior Center, 2600 Middlefield Road, Redwood City, California.
