Superintendent Hartman said she spoke to General Services Superintendent
Larry Barwacz regarding purchasing the van through the City. Mr. Barwacz
sent her a memo with fleet prices for different types of vans which included
maintenance and insurance costs for the vehicles. Therapeutic Coordinator
Tulioc explained that her program works with disabled adults and young
adults at the Red Morton Center and the program operates on the weekends
and on Monday and Friday evenings. Currently she uses the large van
located at the Red Morton Center for her program and noted the van is also
used by the Kids Klub program. She said her program could be expanded to
include a noontime program if she had access to a separate van. Coordinator
Tulioc explained the different types of issues which needed to be considered
when designing a van for the disabled population. She noted that because
many disabled people have balance problems, the roof should be raised to
accommodate people as they walk from the lift into the van. She also spoke
about wheelchair accessibility for the van. In addition, she felt it was
necessary to have a driver who would be able to assist passengers during
loading and unloading of the patrons.
Commissioner Truscelli suggested purchasing two vans to take care of both
the seniors and the Therapeutic Program. Supervisor Kucala explained the
van currently used by the Veterans Memorial Senior Center is used all day
long. Chairperson Anthony stated that when he met with the City Manager
in December, Mr. Everett indicated the City might be willing to pay for the
insurance and maintenance costs of a van if the seniors purchased a van.
Executive Director Bransford asked if the proposal would also include the Fair
Oaks Senior Center. She noted that the current bus at the Fair Oaks Senior
Center is 10 years old and is well worn and San Mateo County is not going to
buy a new van for them. Chairperson Anthony said that each senior center
should develop a plan to purchase their own vans and then the Senior
Affairs Commission could submit a proposal to the City to request its
assistance in covering insurance and maintenance. Superintendent Hartman
will seek information for the Fair Oaks Senior Center to figure out how they
should proceed on this issue.
Supervisor Kucala noted that the cost of the driver would be the
responsibility of each respective senior center. Executive Director Bransford
said she would have to perform a needs analysis to determine the type of
bus/van that would be needed at her center. Commissioners Berglund and
Truscelli will approach the Senior Advisory Council to discuss the proposal
and Director Bransford will contact the TEWCI Board of Directors.
Coordinator Tulioc agreed to contact Larry Barwacz to further define the
accessories that will be included in the vehicles noted in his memo.
Commissioner Truscelli agreed to contact SamTrans to determine if they had
any used paratransit vehicles available for sale.
