SENIOR AFFAIRS COMMISSION <br />MINUTES OF THURSDAY, OCTOBER 12, 2017 <br /> <br />COMMISSIONERS PRESENT: Vice Chair Paley, Commissioners Britschgi, Jones, Mitchell and Turk <br />COMMISSIONERS ABSENT: Chairperson Draeger <br />STAFF PRESENT: PRCS Director Chris Beth, Manager Bruce Utecht, Supervisor Mark Yasuda, <br />Administrative Clerk Kathy Bede <br />GUEST PRESENT: Cindy Avila, Peter Huynh <br />The regular meeting of the Senior Affairs Commission was called to order by Vice Chairperson Paley at <br />1:03 p.m. at the Veterans Memorial Senior Center, 1455 Madison Avenue, Redwood City, California. <br />APPROVAL OF MINUTES: Commissioner Mitchell stated that she still could not access her City email <br />account though she had received assistance as stated in the minutes. She will need to contact IT. <br />The minutes of the September 14, 2017 SAC meeting were approved as written. <br />ITEM 1 – YMCA/Senior Center Update – Chris Beth <br />Chris thanked Bruce for setting up meetings with various groups because in doing so Chris was able to <br />address some misconceptions about the project. He reported that CEQA, the environmental impact <br />report, is ongoing. They have received the final draft of the architectural agreement with ELS, the Y and <br />the City. They hope to present it to Council on November 13th. Once that is in place, they will be able to <br />progress to timelines, stakeholder meetings, and community meetings. The Senior Affairs Commission <br />may be asked to assist with senior club meetings. Outreach and education will be very important during <br />this time. A video has been made about the project. New televisions have been installed at the center <br />to provide information about what’s going on in the City. There will be a designated area for project <br />updates showing what is going on, who’s in favor of it, and when the next meeting is. There is an article <br />about the project in the latest edition of ‘The VMSC’. Community meetings will be planned for January <br />and February. Next is master planning and schematic design in June 2018. Concerns will be historical <br />significance of the current building. Two buildings are planned, one for the Y and one for the VMSC. <br />They may possibly be connected with a walkway. The Y will keep their current building operational until <br />the new facility is completed. The City will take over the Y’s old site after they move and the building <br />will be used in a recreational capacity. <br /> <br />ITEM 2 – City Clerk – Pamela Aguilar <br />The City Clerk was unable to attend today. She will be invited to the SAC retreat in January. <br /> <br />ITEM 3 – 5 year Consolidated Plan – Cindy Avila, Community Development <br />Cindy Avila, of the Planning and Housing division of the Community Development department, made a <br />presentation to the Commission about the 5 Year Consolidated Plan and the Community Development <br />Block Grant. The funds Redwood City receives from HUD are to primarily provide affordable housing for <br />low to moderate income people.
