Based on technical and best practice review, prepare <br /> technical memoranda related to the following topics: <br /> • Issues and Constraints. The Issues and Constraints assessment will <br /> establish the context for designing an .effective and feasible community <br /> benefits approach and potential impediments to implementation. This effort <br /> will include establishing a study geography -- given the likelihood that <br /> distinctly different issues and constraints apply in sub-areas of the City. If <br /> needed, sub-areas, defined in consultation with Staff, will be used for <br /> subsequent data gathering, evaluation, and policy development. These might <br /> include Downtown, corridors and employment centers. Completing this task <br /> � will involve Staff and the Consultant Team in mapping and measuring market <br /> and site-related use and environmental-related constraints in the selected <br /> sub-areas. <br /> EPS will conduct a detailed market review to explore the range of existing <br /> real estate market and economic conditions in the City. The market review <br /> will document current development activity and "pipeline" projects, market <br /> pricing, pricing trends, and Redwood City's position in the greater Peninsula <br /> real estate market. This information will contribute to an understanding of the <br /> potential value of increased development density and/or changes to higher <br /> value uses within the selected sub-areas. <br /> EPS will also help assess development constraints and opportunities in the <br /> sub-area and how they might be affected by a community benefits program. <br /> Constraints include limitations on land supply such as small parcel sizes, the <br /> number and size vacant or underutilized sites, use incompatibilities, and <br /> adverse environmental conditions.
