Incentives must be grounded in and calibrated to local real estate economics (e.g. <br /> development costs and market prices). <br /> More specifically, the objective of the community engagement strategy will be to seek <br /> information on questions such as: <br /> . How to prioritize desired community benefits? <br /> • Should there be different priorities in different districts and/or neighborhoods? <br /> . Who decides and how? Should this be done by the program itself or on a case-by- <br /> case basis? Should it be part of the City's capital improvement program process? <br /> • Should the process allow for adjustment of priorities that change over time? <br /> • How much additional development intensity is the community willing to accept and <br /> where, in exchange for obtaining additional benefits and amenities? <br /> . How much flexibility should the process provide to allow for applicants, decision <br /> makers, or the public to modify benefits and/or incentives? <br /> 2-A: Community Engagement Strategy. As part of the kickoff meeting in Task 1, <br /> Consultant will meet with City representatives to develop strategies, preferred <br /> outreach engagement methods, and schedules for public outreach, including but not <br /> limited to communitywide and focus group meetings, website materials, online <br /> surveys, and other techniques to assure full participation of the affected public. The <br /> outreach is intended to ascertain community priorities for potential benefits, as well <br /> as feedback on potential implementation strategies. Consultant will prepare a <br /> memorandum summarizing the engagement strategy, methods and tools to be used <br /> and anticipated outcomes. <br /> 2-B: Stakeholder Interviews. Consultant will prepare for and participate in one day of <br /> stakeholder interviews. City staff will be responsible for identifying and coordinating <br /> the interviews which should represent a balanced group of people/organizations who <br /> are familiar with land use and development in Redwood City. <br /> 2-C: Community Workshops. Two community workshops will be held to gather <br /> information, present findings and suggestions, engage in "small group" discussions, <br /> and review recommendations for the public-private defined benefits program. These <br /> workshops will be held at key stages during the planning process to provide <br /> opportunities for public education and informal comment on choices being <br /> considered: one following the development of the Technical Memoranda in Task 3 <br /> and one following the development of Alternatives and Recommended Approach in <br /> Task 4. <br /> 2-D: Decision-maker Meetings.
